    • This video explains why high-occupancy toll lanes may be a better solution than a high-occupancy vehicle lane in certain locations.

      Traditional high-occupancy vehicle (HOV) lanes require vehicles, except for motorcycles and bicycles, to have at least two (sometimes more) passengers to be considered a carpool. If an area has a limited number of carpool and transit vehicles, the lane may not be used in the most effective manner possible, then another option is to operate the lane as a high-occupancy Toll (HOT) lane. A HOT lane allows drivers to choose to pay a toll to use the lane, when they don't have enough passengers to meet the carpool requirement. This helps to better utilize the capacity of the lane by providing more options for drivers, as well as, helping communities improve mobility.

Sterling Jones Hydraulics Research Laboratory at the Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia are developing a scour testing field device. (This is also known as an in situ device because it will be used at actual bridge sites rather than in the laboratory.) The project is made possible through an FHWA Pooled-Fund solicitation with contributions from California, Colorado, Kansas, North Carolina, New York, Texas, Utah, Wisconsin, and the FHWA Federal Lands Highway.     ater angle, but overcorrects and the vehicle slingshots across the road. Will he regain control? Or will the vehicle overturn, or cross over into oncoming traffic?

    Adding a sloped pavement edge to roads is a treatment intended to minimize drop-off-related crashes. Known as Safety EdgeSM,the treatment creates a 30-degree slope that makes it easier for drivers to safely reenter the roadway after inadvertently driving onto the shoulder.

    The Federal Highway Administration is conducting a study to determine the crash modification factor (CMF) of Safety EdgeSM. This is expected to provide a better understanding of the potential crash reductions for various geometries and a greater justification for widespread implementation. A crash modification factor helps highway safety engineers and transportation researchers estimate the safety effectiveness of various countermeasures. It provides information that is used in the analysis of benefits and costs that help highway designers select an appropriate treatment to improve safety.

  12. U.S. Transportation Secretary LaHood Announces $3.5 Million in Quick Release Emergency Relief Funds for Hurricane Isaac Damage in Louisiana

    WASHINGTON - U.S. Transportation Secretary Ray LaHood today announced he is making $3.5 million in ...
    quick release emergency relief funds immediately available to the Louisiana Department of Transportation and Development to help repair roads and bridges damaged by Hurricane Isaac.

    "The Obama Administration is committed to help Louisiana recover from Hurricane Isaac," said Secretary LaHood. "Travel has been disrupted, and these emergency relief funds will help the state with key repairs."

    Hurricane Isaac came ashore in southern Louisiana near Terrebonne Bay on August 29 and continued in a northwest direction through New Orleans, Baton Rouge, Alexandria and Monroe. The damage, primarily from wind and flooding, affected more than twenty-four parishes but was particularly severe in Plaquemines, Lafourche and St. John the Baptist parishes.

    "We're working in partnership with Louisiana to help restore critical transportation routes," said Federal Highway Administrator Victor Mendez. "The emergency relief funds we're providing today represent a down payment on our commitment to help get things back to normal for residents and assist the state with future repairs."

    d in Brighton, Monroe County, can now get an at-the-scene view of the construction work online via webcam, said New York State Department of Transportation Commissioner Joan McDonald.
    The purpose of the webcam is to document traffic conditions during the construction phase of this innovative project. The webcam is also a learning tool for construction of future Diverging Diamonds across the country. The webcam can be accessed on the project Web site at www.dot.ny.gov/590winton.

    The webcam was funded with a portion of the $550,000 grant provided by Federal Highway Administration under the Highways for LIFE (HfL) program. The purpose of Highways for LIFE is to advance Longer-lasting highway infrastructure using Innovations to accomplish the Fast construction of Efficient and safe highways and bridges. Innovations is an inclusive term used by HfL to convey all of the following: technologies, materials, tools, equipment, procedures, specifications, methodologies, processes or practices used in the financing, design or construction of highways. The 590/Winton Diverging Diamond is part of the research being performed across the country to provide guidance on future projects.

It's official the North Section of RT 279 (second of three sections) was officially opened by Federal, State and local government official and project engineering staff on Thursday the 30th of August in a noontime ceremony about 1 mile from the RT 9 access. The public was represented by locals who have viewed the opening with marked anticipation after many years of discussion.

    Nonmotorized Transportation Pilot Program (NTPP), FHWA and the pilot communities have examined the impacts of the investments and continue to do so as more projects are completed. A working group established by NTPP estimates, based on traffic counts and studies, that bicycling as a mode share of transportation increased 36 percent across all four communities between 2007 and 2010, walking increased 14 percent, and driving decreased 3 percent. Local public agency staffers now have a centralized hub for guidance, policies, procedures, and best practices for administering Federal-aid projects.
