JOB SUMMARY:

The Clinical Center is a 240-bed research hospital at the NIH, serving the patient care and clinical research needs of the NIH intramural research program. Its mission is to provide patient care, services, training, and the environment in which NIH clinician-scientists creatively translate emerging knowledge into better understanding, detection, treatment, and prevention of human diseases. 

This position is located at the National Institutes of Health (NIH) Clinical Center’s Office of Management Analysis and Reporting.  The mission of the Clinical Center (CC) Office of Management Analysis and Reporting (OMAR) is to empower hospital consumers to make data-driven management decisions through real-time access to hospital census and industry standard utilization data.  OMAR reports directly to the CC Office of the Chief Financial Officer.  This position will support the strategic goals and initiatives of OMAR, as well as the Office of the Chief Financial Officer. One strategic goal of the CC is to enable hospital executives and NIH Institute leadership to quickly identify and effectively react to events in the hospital. To assist in achieving this goal, the CC began the design and development of a hospital Executive Information System to allow CC departments and participating NIH institutes the ability to quickly access and analyze information across a broad range of hospital functions. For more information on the Clinical Center, please visit http://clinicalcenter.nih.gov/about/hds.shtml.

As the Program Analyst for the Office of Management Analysis and Reporting your duties will include but are not limited to the following:

·      Reviews, monitors, analyzes, and evaluates financial, narrative, and statistical reports and program data submitted at the local, state, regional, and federal levels.

·      Performs program cost analyses such as development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs.

·      Reviews, monitors, analyzes, and evaluates financial, narrative, and statistical reports and program data submitted at the local, state, regional, and federal levels.

·      Develops, coordinates, and implements performance measures to evaluate productivity programs for a major organizational segment of an agency, such as a region office, center, or major field installation.

·       Analyzes and evaluates the effectiveness of complex program operations in meeting goals and objectives.

·       Adapts existing analytical methods and techniques to specific issues and develops new approaches to resolve complex productivity problems and issues.

·       Develops and maintains communications with other Federal and non-Federal organizations.

·       Advises management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures.

·       Other duties as assigned.

To qualify for the GS-11:

You must demonstrate in your resume one year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing and evaluating the effectiveness of program operations, gathering and organizing statistical information, and developing reports of recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations.
OR
You must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related

OR 

You must have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

To qualify for the GS-12:

You must demonstrate in your resume one year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: reviewing internal processes and procedures, interpreting findings resulting from studies performed, developing recommendations for work method or procedural changes, developing statistical tables and reports in support of studies and findings.
