If you have Property Management experience and are a talented, knowledgeable and motivated individual, then consider joining the Administrative Services Branch.  This position is a Property Management Specialist providing assistance to the Property Accountability Officer (ICPAO) on issues impacting the implementation of dynamic activities, projects, and endeavors across the ORS & ORF Institutes related to the proper and effective management of personal property.

The position serves as a Property Management Specialist providing assistance to the Property Accountability Officer (ICPAO) on issues impacting the implementation of activities, projects, and endeavors related to the proper and effective management of personal property across the ORS and ORF Institutes.  The incumbent performs various assignments related to personal property management and serves as a backup Property Accountability Officer and as a Property Custodial Officer.  If selected for this position, you will:

 

  • document and maintain all personal property records for expendable and non-expendable government-owned property
  • assist with administrative control and accountability for the care and safeguarding of government-owned equipment
  • prepare, process, and retain the required documentation covering the acquisition, transfer, clearance, loan, etc. of government-owned property including obtaining receipt of signatures for personal custody property
  • assist in recommending and developing new or revised directives, policies, and instructions and assist in the development and implementation of standard operating procedures
  • provide guidance to management officials and property support staff, including contractor staff
  • conduct activities and assignments designed to assist ORS/ORF in the custody, care, maintenance, accountability, and proper use of its property and its proper disposal when no longer required
  • ensure that all property management systems are in compliance with all applicable Federal regulations and policies and test internal control procedures

To qualify for the GS-9 based on experience:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal Government.   Examples of qualifying experience include:  ensuring that all property management systems are in compliance with applicable Federal regulations and policies; compiling reports and/or records of various property transactions; coordinating and reconciling inventories; assisting in recommending and developing new or revised directives, policies, implementing instructions and standard operating procedures for program, administrative, and property support staff.

To qualify for the GS-9 based on education:

 

You must have completed 2 full years of progressively higher level graduate education OR possess a master's or equivalent graduate degree (such as an LL.B. or J.D.) in a field that is directly related to the duties of this position

 

OR

 

You must have a combination of specialized experience and graduate level education that meets 100% of qualification requirements for this position.

 

Males born after December 31, 1959 must be registered with Selective Service.

 

Occasionally lifting heavy boxes or climbing ladders during annual inventory is required.
