If you have experience procuring services and supplies for an organization AND you want to play a significant role in a dynamic organization, then consider joining the Intramural Administrative Management Branch (IAMB) in the Office of the Scientific Director (OSD), Division of Intramural Research (DIR), National Heart, Lung and Blood Institute (NHLBI).

The Intramural Administrative Management Branch plans, directs, coordinates, and provides comprehensive administrative and management support services for the Division of Intramural Research; provides technical and advisory services in financial management, human resources, procurement, facility management, travel services, property management and other administrative functions, as necessary, to ensure the efficient and effective implementation and operation of programs; and develops policies, guidelines, and procedures on matters relating to administrative management and disseminates to relevant staff.

If selected for this position your duties will include:

  • Purchase technical and scientific laboratory items such as centrifuges, drying ovens, dishwashers, constant temperature baths, experimental animals, microscopes, etc. Also purchase non-standard items requiring special adaptation or modification to government specifications. Purchase orders are issued for blanket purchase arrangements and equipment maintenance rental agreements.

  • Contact and meet with vendors, sales persons, and technical representatives of commercial firms to discuss product lines and furnish information on purchasing needs; learn from sales representatives what new items and prices have been added to their lines, what improvements have been made to their products, what improvements have been made in established items and procedures, and other information useful in evaluating the reliability and suitability of dealers.

  • Negotiate price with a sole source vendor, persuade reluctant vendors to bid, and collect data to determine price reasonableness for requirements not acquired previously or recently.

  • Accomplish acquisitions routinely requiring substantial involvement in the following: process credit card orders, initiate requests for unilateral purchase orders, and prepare records of call, delivery orders, etc., for acquisitions involving complex specifications, unique equipment, term purchase order, maintenance, etc.

  • Use a variety of purchasing mechanisms, Record of Call orders against Blanket Purchase Agreements or Indefinite Delivery Contracts, Requests for Purchase Orders, SF-44 (invoice vouchers), repair orders, and non-competitive and competitive procurements.

    In order to qualify for the GS-06 grade level, you must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-05 level in the Federal Government. Examples of specialized experience include: processing frequently purchased items under established contracts or agreements; verifying completeness of orders; using established procedures and specific guidelines to solicit and select sources of supply.

    In order to qualify for the GS-07 grade level, you must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-06 level in the Federal Government. Examples of specialized experience include: independently determining markets and soliciting sources for the full range of procurements that have specialized requirements; independently performing the full range of purchasing tasks pertaining to specialized requirements, such as negotiating price and persuading vendors to bid.

    In order to qualify for the GS-08 grade level, you must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-07 level in the Federal Government. Examples of specialized experience include: procuring materials, supplies, equipment, and services within the small purchase limitations; assisting in the solicitation of quotes from suppliers; drafting invitations for bid or requests for quotations to potential suppliers; reviewing responses to quotes/bid solicitation; compiling bidder's lists; and preparing technical correspondence.
