If selected for this position you will perform the following duties:

 

  • Lead staff within the NCI Contracts Branch consisting of approximately five (5) to ten (10) employees
  • Serve as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus-building activities among team    members
  • Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that supervisor's instructions on work priorities, methods, deadlines, and quality have been met
  • Identify, distribute and balance workload tasks among employees in accordance with established work flow
  • Articulate and communicate to the team the assignment, project, problem to be solved
  • Identify and integrate internal and external issues affecting the immediate organization, such as those involving technical and administrative factors
  • Resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or  appropriate management official

In order to qualify for this position you must meet the Basic Requirement below:

A.  Completed all mandatory training prescribed by the head of the agency for progression to GS-13 level or higher level or higher contracting positions, including at least 4-years experience in contracting or related positions.  At least 1 year of that experience must have been specialized experience at or equivalent to work at the GS-13 level, that provided you with the knowledge, skills and  abilities needed to successfully perform the work of the  position,   AND   Completed a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields:  accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

B.  Served as a Contract Specialist or Procurement Analyst GS-1102-14 since at least January 1, 2000. 

ADDITIONAL QUALIFICATION:

In addition to meeting the Basic Requirement, you must meet the following Additional Qualification Requirement:

One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:  serving as a lead or senior contract specialist with Contracting Officer (CO) authority for acquisition planning, preparing price/cost analyses for designated actions, formulating negotiation strategies, developing negotiation objectives, negotiating all types of contracts; reviewing, providing comments and assisting in developing acquisition policies and procedures, preparing and reviewing requests for proposals and other pre-award documentation, preparing pre-negotiation position analysis, performing contract closeout functions; awarding contracts within delegated contracting officer authority; and/or administering complex contracts, monitoring contractor's performance; preparing solicitation documents, analyzing proposals for conformance with the solicitation; providing technical guidance and reviewing the work assignments of junior contract staff. View Assessment Questions

A one-year probationary period may be required upon selection/ placement.
