The candidate selected for this position will:

  • Lead a staff of professional and support personnel engaged in providing administrative support to assigned program areas;
  • Conduct training need assessments and work with appropriate staff in developing and delivering training;
  • Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services;
  • Serve as principal advisor to an important agency organization on all administrative management matters associated with programs and operations;
  • Analyze organizational priorities and provide a wide range of liaison services to support administrative aspects for a significant agency component;
  • Perform budget formulation oversight and administer the formulation and justification of the budget for an organization;
  • Provide administrative support for organizational procurement and contracting;
  • Perform several vital functions or services such as human resources coordination, safety/security, space and logistics administration, travel, relocation service, and international program support.

To qualify for this position, you must have one (1) year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:  planning, developing, formulating, preparing, executing, monitoring and/or forecasting budgets involving annual and multi-year budget estimates with different sources and types of funding; developing and implementing administrative policies and procedures; providing, securing, or negotiating for resources or services needed to manage and run an organization; developing specifications for use in solicitation for services and other contracting documents including drafting statements of work and cost justifications; serving as a purchase card approving official or managing a purchase card program; and providing advice in a variety of functions or services such as Human Resources coordination, safety/security, space and logistics administrative, travel, etc.

A one-year probationary period may be required upon selection/ placement. NIH may repay certain outstanding Federally-insured student loans to facilitate the recruitment and retention of highly qualified people.
