Division of Property Management (DPM)

The Division of Property Management (DPM) oversees the operations, maintenance, repair and renovation of all NIH facilities and utility systems and performs general facility management for all NIH real property.  Robert McDonald is the Director, 301-496-6186.

Areas of responsibility are:

         Safe and efficient operation of NIH leased and owned real property

         Comprehensive Property Management program

         Predictive, preventive, and emergency maintenance program

         Construction management program to support alterations, renovations, and repairs

         Provision of utilities to NIH owned facilities

In addition to the Office of the Director, DPM has eleven branches:

Construction Management Branch (CMB)
CMB provides architectural, engineering, and construction management services required to design and renovate NIH owned and leased space. Working closely with customers, CMB employs a variety of in-house and contract staff to meet the renovation needs of IC customers and in support of the NIH mission. Gopi Boray is the Chief of CMB, 301-435-2050.

Maintenance Services Branch (MSB)
MSB provides property management, maintenance and operations including buildings and grounds, small project execution, direct property management, and specialized facility support services. MSB consists of four teams: Facility Management Team, Technical Services Team, Clinical Center Complex, and Support Services Team. 301-435-8000.

 

Utilities Operation Branch (UOB)
The UOB plans, manages, monitors, operates, and maintains the Power Plant and other utility generation and distribution systems belonging to NIH. These include systems to distribute electricity, water, steam, compressed air, natural gas, chilled and distilled water, and fuel oil. They provide communications and coordination with outside utility providers such as WSSC and Pepco. Business Support Branch (BSB)
The BSB provides business support services for all of ORF, including developing the rate package for fees charged for services. The BSB does billing and record-keeping and operates the Central Call-in Desk . LaShawn Goodman is the Acting Chief, 301-496-4895.

 

Facilities Administration Branch (FAB)
The FAB manages and operates NIH facilities and is responsible for oversight and monitoring of the Real Property Management Organization (RPMO).  It Includes Quality Assurance Specialists (QAS), who monitor the performance standards outlined in the Performance Work Statement (PWS) and acts as liaison between the RPMO and the Contracting Officer. FAB also performs quality assurance surveillances, audits and customer surveys for renovations & construction projects. Paul Hawver is the Chief, 301-402-5140.

 

Facilities Stewardship Branch (FSB)
The FB is charged with assessing and understanding the condition of NIH real property assets and their systems, developing and overseeing plans, budgets, and projects and programs for correcting deficiencies, serving as technical experts relative to buildings and their systems, and reviewing requests by the RPMO for approval of maintenance/repair projects that exceed identified thresholds. Glen Stonebraker is the Chief, 301-443-1796.



Capital Projects East Branch (CPEB)
CPEB assembles and leads teams of real estate development design, engineering and construction professionals charged with planning, design, acquisition, construction and Quality Assurance commissioning of NIH facilities. A planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved by the RPMO. Kyung Kim is the Acting Chief, 240-497-5642.  

 

Capital Projects West Branch (CPWB)
CPWB assembles and leads teams of real estate development design, engineering and construction professionals charged with planning, design, acquisition, construction and Quality Assurance commissioning of NIH facilities. A planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved by the RPMO. Praveen K. Agarwal is the Chief, 301-402-3691. 



Rocky Mountain laboratory Facilities Management Branch (RML)
RML provides property management for NIAID RML campus. Kelly Hudson is the Western Regional Director, 406-363-9423.



Research Triangle Park Facilities Management Branch (RTP)
RTP provides property management for NIEHS RTP campus. Bill Blair is the chief, 919-541-3314.

 

Bayview Facilities Management Branch (BFM)
BFM provides property management for Baltimore Bayview campus. Raymond Phelps is the Facility Manager, 443-740-2760.
