Department of Commerce Handbooks and Manuals

SECTION 1. PURPOSE.

.01 This Order is a consolidated listing of DAO Handbooks and Manuals in the Department of Commerce (the "Department"). In this listing are the DAO number, title, a brief description and the Office of Primary Interest (OPI).

.02 This revision incorporates guidelines for preparing handbooks and manuals; and adds a new handbook from the Office of Human Resources Management, titled "Department of Commerce Alternative Discipline System."

SECTION 2. PROCEDURES.

.01 Lengthy and complex DAOs will be issued as Department of Commerce handbooks and manuals covering specialized administrative requirements in such areas as travel management, security procedures, acquisition regulations and finance, etc.

.02 Each existing or future handbook or manual authorized by this Order will have the status and effect of a DAO. The OPI is responsible for preparing, clearing, issuing, and maintaining the handbook or manual and any subsequent issuances or changes according to this Section of this Order, and subject to prior review and comment by the Office of Inspector General and the Office of the General Counsel and (other offices as appropriate).

.03 The OPI shall issue sequentially numbered transmittal sheets with the initial distribution of all handbooks and manuals, and all subsequent changes. The transmittal sheet will give information regarding the particular issuance, and always indicate if any DAOs are affected -- or specify that none are affected. The OPI shall send one copy of each handbook or manual, and subsequent issuances, to the Director, OMO.

.04 Distribution of handbooks and manuals may be limited, as determined by the OPI. To reduce issuance and maintenance costs, handbooks and manuals are distributed mainly to those Department units/employees involved directly in managing and performing the functions covered by the issuance.

SECTION 3. HANDBOOKS.

.01 The Department of Commerce Committee Management Handbook, provides policies, procedures, and guidance for the creation, operation, control, and termination of committees by the Department, and authorizes the issuance and maintenance of the Handbook. .02 The employee handbook Your Job in the United States Department of Commerce, is the principal means for informing employees of the terms, rights, obligations, privileges, and conditions of their employment. (OPI, Office of Human Resources Management.)

.03 The Handbook of Leave Administration, sets forth the major statutory and regulatory provisions governing leave administration. (OPI, Office of Human Resources Management.)

.04 The Accounting Principles and Standards Handbook, prescribes accounting principles and standards to be followed by the Department in the design and operation of an accounting system(s), and provides specific accounting principles and standards against which financial management and accounting system(s) can be evaluated and improved. (OPI, Office of Financial Management.)

.05 The Financial Internal Control Standards, are designed to provide reasonable assurance that assets are adequately safeguarded, and are used by Departmental office and operating unit accounting and finance offices to ensure that internal control procedures exist Departmentwide. (OPI, Office of Financial Management.)

.06 The Budget and Program Analysis Handbook, contains policies and procedures governing the preparation and justification of the Department's budgets, and the information and analysis necessary to meet the Secretary's responsibilities for managing the budget. (OPI, Office of Budget, Management and Information.)

.07 The Cash Management Policies and Procedures Handbook, prescribes the standards for a Departmentwide application of effective cash management principles. (OPI, Office of Financial Management.)

.08 The Credit and Debt Management Operating Standards and Procedures Handbook, prescribes standards for a Departmentwide application of effective credit and debt management principles for the establishment, servicing, and collection of loan receivables and loan guarantees, as well as the collection of delinquent general or trade accounts receivable. Certain sections of the Handbook also cover the collection of debts associated with grants, cooperative agreements and contracts. (OPI, Office of Financial Management.)

.09 The Department of Commerce Travel Handbook, supplements the provisions of the "Federal Travel Regulations," as amended, which are issued by the General Services Administration, and other Federal laws and regulations pertaining to travel. (OPI, Office of Executive Budgeting and Management.)

.10 The Department of Commerce Handbook of Privacy Act Administration, prescribes Departmentwide policy, procedures, and responsibilities for the administration of an effective privacy protection program. (OPI, Office of Executive Budgeting and Assistance Management.)

.11 The Information Technology Management Handbook, serves as the single Department authority for policies and regulations for the management and information technology resources. (OPI, Office of Budget, Management and Information.)

.12 The Executive Secretariat Handbook for the Secretary's Procedures, includes both instructions and guidelines for the submission of written materials and correspondence directed to and from the Secretary and Deputy Secretary. (OPI, Executive Secretariat, Office of the Secretary.)

.13 The Handbook for Processing Discrimination Complaints, sets forth the major statutory and regulatory provisions governing the processing of discrimination complaints. (OPI, Office of Civil Rights.)

.14 The Department of Commerce Alternative Discipline System handbook was developed to provide managers and supervisors a positive approach for handling discipline and is a framework within which operating units are delegated authority to establish a similar system that fits their organizational climate and needs. (OPI, Office of Human Resources Management.)

SECTION 4. MANUALS.

.01 The Publishing and Printing Management Manual, prescribes Departmentwide policies, procedures, and responsibilities for publishing and printing management. (OPI, Office of Security and Administrative Services.)

.02 The Executive Personnel and Policy Manual, is the authoritative reference for the policies and procedures of the Department for executive personnel. (OPI, Office of Human Resources Management.)

.03 The Office of Security and Administrative Services is the OPI for the following Manuals:

a. The National Security Information Manual and the Sensitive Information Manual, ensure the protection of information from unauthorized disclosure;

b. The Personnel Security Manual, ensures employees are suitable for employment and are trustworthy;

c. The Physical Security Manual, ensures protection of Departmental assets;

d. The Industrial Security Manual, ensures protection of information provided to contractors; and

e. The Operations Security Manual, ensures the integrity of operations and information.

Commerce Acquisition Manual, serves primarily as an adjunct to the Commerce Acquisition Regulation (CAR), and supplements, consolidates, and clarifies acquisition guidance, contained in Department directives and other issuances, as appropriate. (OPI, Office of Acquisition Management.)

.05 The Personal Property Management Manual, serves as the single authoritative Departmental reference for policies and procedures related to the management of personal property. (OPI, Office of Security and Administrative Services.)

.06 The Department of Commerce Occupational Safety and Health Manual, prescribes Departmentwide policies, procedures, and responsibilities for the Occupational Safety and Health Program in the Department. (OPI, Office of Security and Administrative Services.)

.07 The Department of Commerce Mail Management Manual, prescribes Departmentwide policies, procedures, and responsibilities for the mail management program. (OPI, Office of Security and Administrative Services.

.08 The Department of Commerce Real Property Management Manual, serves as the single authoritative Department real property management reference for all Department employees. (OPI, Office of Security and Administrative Services.)

SECTION 5. EFFECT ON OTHER ORDERS.

This Order supersedes Department Administrative Order 200-2, dated June 29, 1994.
