Revised Reports for Manufacturers and Export Warehouse Proprietors To: All Manufacturers of Tobacco Products, Manufacturers of Cigarette Papers and Tubes, and Proprietors of Export Warehouses During December 2002, we sent tobacco manufacturers a new edition of ATF Form 5210.5, Report - Manufacturer of Tobacco Products or Cigarette Papers and Tubes (1-2003 edition). We also sent export warehouse proprietors a revised edition of ATF Form 5220.4, Report - Proprietor of Export Warehouse. After these forms were distributed, we noted a few discrepancies that needed to be corrected as soon as possible. While making the corrections, we also made some minor modifications to the section that requires the completion of certain identification information of proprietors submitting the reports. For example, you will now need to include your permit address to facilitate contacting you. We also corrected a few references to the instructions. In addition, because of the recent division of ATF, these new forms are Alcohol and Tobacco Tax and Trade Bureau (TTB) forms. Please use the 3-2003 editions of these TTB forms immediately to report your operations. If you already have submitted a report on the 1-2003 edition, you do not need to resubmit your report on the 3-2003 edition. Discard unused 1-2003 editions of the report forms that we previously sent. The edition number can be found next to the form number in the form's lower left hand corner.
