This glossary provides a convenient reference to the definition of terms
pertinent to NIEM gathered in one place from many sources.

The intent is to encompass, over time, the technical terms in all released
NIEM program and process documents to foster common understanding
by all NIEM participants. This list is completely informative.
Readers are free to extract and use definitions
pertinent to their needs.

Partial Match

The element and its semantics only partially match. Otherwise, there are no mismatches or conflicts.​

Pilot Project

A project established to evaluate new technology, or to develop and implement exchange standards for information that is common among NIEM participating agencies and exchanged as part of their current or intended business practices​

Policy Enforcement Point (PEP)

Logical place on a server that enforces access control policies​

Practitioner

Practitioners act as the 'users' of information exchange standards, which are implemented in real systems. They can act as data providers and consumers in an information exchange, and often act as participants with subject-matter expertise to help define the business needs of information exchanges as they are developed​

Preliminary Review

The IEPD Author provides an initial briefing of the IEPD to the reviewing authority. A first review of the IEPD should be completed within two weeks of the presentation, and feedback is presented back to the IEPD Author.​

Industry-leading concept to encourage organizations to build privacy into technologies at the design phase and throughout the systems development lifecycle​

Privacy Enhancing Technologies

The development of tools to efficiently adjudicate privacy decisions through technology​

Privacy Impact Assessment (PIA)

A decision making tool used to identify and mitigate privacy risks at the beginning of the SELC​

Program Management Office (PMO)

Organizational leader of the ISE that improves the management, discovery, and sharing of terrorism information​​​

Project Managers

Are responsible for taking the project from conception to implementation. Project managers must be able to understand the scope and expectations of the project and manage these throughout the life of the project. General project management experience is critical to this role and additional NIEM-related project management experience is a key advantage. They should have a solid understanding of NIEM and what it means to the life cycle of their project.​

Publish and Implement

The last phase of the IEPD Lifecycle. The purpose of the Publish and Implement phase is to publish IEPD for search, discovery, and reuse. The deliverables for this phase is the publication of IEPD to online repository and to implement the exchange. There are no required artifacts for this phase.​

Purpose

A property of an MPD artifact that indicates its usage or function. This defines what to do with this artifact and/or how it should be processed by software tools. ​
