| The DoD issued its 2013A STTR pre-release on January 25, 2013, which opens to receive proposals on February 25, 2013, and closes March 27, 2013 at 6:00am EST. The solicitation is inclusive of 29 topics from the Navy's SYSCOMS.
Between January 25 and February 24, 2013, you may talk directly with the Topic Authors to ask technical questions about the topics. Their names, phone numbers, and e-mail addresses are listed within each solicitation topic. For reasons of competitive fairness, direct communication between proposers and topic authors is not allowed starting February 25, when DoD begins accepting proposals for this solicitation.
However, proposers may still submit written questions about solicitation topics through the SBIR/STTR Interactive Topic Information System (SITIS), in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing until the solicitation closes.
All proposers are advised to monitor SITIS during the solicitation period for questions and answers, and other significant information, relevant to the SBIR/STTR topic under which they are proposing.

Posting of Navy FY-2013.1 SBIR Selections Begins
In order to keep small businesses informed about a solicitation's proposal selection status, the Navy posts lists of SBIR/STTR "Selectees" as they are chosen (see Browse Phase I
Selections in the box on the upper right). A selectee is a company selected for "further consideration", meaning that the proposal is of interest, but the final decision and contract
negotiation is not complete. Being listed as a selectee on this web site is NOT a notification of contract award.
The list of selections is an ongoing process that may take several months to complete. You can register on the 13.1 SBIR Selections page to
receive notifications of updates to the list.
The 2013 Navy Opportunity Forum® provides a preview of technologies funded by the Navy's Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, as well as
the Navy's Office of Research and Technology Applications (ORTAs).
The Navy Opportunity Forum is the largest event of its kind and provides a unique opportunity to examine technologies and initiate relationships with small advanced technology firms.
Forum events are currently in the planning stages. Complete details will be released when the Forum web site officially opens on February 25, 2013.
Schedule of Navy FY-2013 SBIR/STTR solicitations
The Navy SBIR/STTR solicitations are released as part of the DoD SBIR/STTR solicitation process. On average, the DoD releases 3 SBIR solicitations per fiscal year, and 2 STTR solicitations. The Navy participates in all 3 SBIR solicitations, and generally 1 STTR solicitation per year, normally the STTR "A" released in January.

The DoD issued its 2013.1 SBIR pre-release on November 16, 2012, which opened to receive proposals on December 17, 2012, and closed January 16, 2013 at 6:00am EST. The solicitation is inclusive of 83 topics from 4 of the Navy's SYSCOMS.
Note: This SBIR solicitation contains extensive changes from previous ones in order to comply with new rules and regulations of the recent SBIR Reauthorization. Please read the entire solicitation carefully prior to submitting your proposal.

DoD FY-2012.3 SBIR

The DoD issued its 2012.3 SBIR pre-release on July 26, 2012, which opened to receive proposals on August 27, 2012, and closed September 26, 2012 at 6:00am EST. The solicitation was inclusive of 12 topics from 3 of the Navy's SYSCOMS.

The Department of the Navy (DoN) has posted a Request for Information (RFI) seeking companies with experience in providing training and assistance to SBIR/STTR firms. The purpose of this RFI
is to provide the DoN with information on available sources for topic specific training to assist SBIR/STTR Phase I and II awardees in performance of their efforts to develop and transition
innovative technologies to meet end-user requirements.
It is anticipated that a formal solicitation in the form of a Request for Proposals will be generated from the responses received to the RFI. Those firms with experience in providing

The Department of the Navy (DoN) RIF program is designed to provide SBIR Phase II firms and other small businesses with innovative technologies that resolve operational challenges or meet critical national security needs an opportunity to gain access to bridge funding to cross the so called "valley of death".
In order to be selected, projects must be able to transition into an acquisition program or field a DoN prototype system within 36 months (24 months for DoN RIF project and 12 months post project transition) and cost not more than $3 million in RIF program funding.
Successful applications will have significant existing support from an acquisition program and/or Prime Contractor/Systems Integrator, will already have completed at least some initial prototype testing, and will have an understanding of the requirements necessary to achieve TRL 7/8.
Firms that have not successfully completed their initial Phase II efforts, do not have a detailed transition path into an identified acquisition program, or have not worked with a Prime Contractor/Systems Integrator to identify transition requirements is very unlikely to be selected for award.

Congress Reauthorizes SBIR/STTR Programs Through September 30, 2017

On December 15, 2011 Congress passed H.R.1540, the National Defense Authorization Act of 2012, which includes a full reauthorization of the SBIR, STTR and CPP programs through the end of fiscal year 2017. The Commercialization Pilot Program (CPP) has been renamed The Commercialization Readiness Program (CRP).
On December 31, 2011, the President signed the bill into Public Law: 112-81
The SBIR programs technically expired on September 30, 2008, but had been kept alive by a series of 14 short term continuing resolutions, all of which maintained the programs as is.
This new reauthorization makes some exciting changes to the programs that will be announced here in the near future.
