About the Chief Information Officer

The NIH CIO provides IT Strategic Planning to NIH Leadership Offices and Institute and Center Directors.  The CIO serves in a leadership role in IT governance at NIH, and is also responsible for coordinating NIH IT with other HHS Operating Divisions and with other Federal Agencies.

Ms. Andrea T. Norris is the Director of Center for Information Technology (CIT) and the Chief Information Officer (CIO) of NIH.

Ms. Norris was appointed the new Director of CIT and Acting Chief Information Officer, NIH, effective, October 2, 2011. Since July 2012, she began serving as the Chief Information Officer, CIO, NIH.

Ms. Norris comes to the NIH from the National Science Foundation (NSF), where she served as the Acting Chief Information Officer and Director of the organization responsible for providing Agency-wide information technology systems, services, and supporting infrastructure.

During ten years at NSF, she provided strategic direction and leadership for the technology investments needed to support the Foundation's mission. Among other accomplishments, she established collaborative planning and governance processes to assure core technology investments aligned with Agency priorities and met customer needs, delivered innovative new systems and tools to support research and education activities, modernized core information technology infrastructure and operational processes, and established the Foundation's risk-based security and privacy program.

Prior to joining NSF, Ms. Norris was the Deputy Chief Information Officer for Management for the National Aeronautics and Space Administration (NASA), providing senior leadership and management of the Agency's complex information technology portfolio.
