Judge Miller was appointed Judge of the United States Claims Court, now known as the United States Court of Federal Claims, by President Reagan on December 10, 1982, and entered on duty January 24, 1983. She was confirmed as Christine Cook Nettesheim. Judge Miller was reappointed by President Clinton on February 4, 1998.

She graduated with a B.A. in political science from Stanford University in 1966 and received her J.D. from the University of Utah College of Law in 1969, where she was awarded the Reginald Heber Smith full merit scholarship for her second and third years, served as Comment Editor of The Utah Law Review, and was elected to the Order of the Coif. Judge Miller clerked for the Honorable David T. Lewis, Chief Judge, United States Court of Appeals for the Tenth Circuit in Salt Lake City, Utah. She is a member of the Bars of California and Washington, D.C.

Judge Miller joined the Department of Justice's Honors Program as a trial attorney in the Foreign Litigation Unit and the Court of Claims Section of the Civil Division. Judge Miller went to the Bureau of Consumer Protection Division of the Federal Trade Commission as a team leader attorney and thereafter began private practice as a litigation associate with the local firm of Hogan & Hartson. Next, she became Special Counsel to the newly formed Pension Benefit Guaranty Corporation, after which Judge Miller defended three of the railroad estates involved in the Penn Central bankruptcy for the United States Railway Association, ultimately serving as Assistant General Counsel. Judge Miller then joined the local firm of Shack & Kimball, P.C., litigating international commercial matters.

Judge Miller is a Professional Gemologist and a member of the Cosmos Club.
