Judicial Panel on Multidistrict Litigation

Jeffery N. Lüthi is the Clerk of the Panel for the United States Judicial Panel on Multidistrict Litigation (JPML). Prior to coming to the JPML, he was the Senior Staff Attorney for the United States Court of Appeals for Veterans Claims.

A native of Wyoming, Mr. Lüthi was raised on a ranch near Jackson Hole. He received a B.S. with honors in Administration of Justice from the University of Wyoming in 1978, where he worked as an admissions counselor and Director of New Student Orientation for six years prior to attending law school. He received his Juris Doctor from the University of Wyoming College of Law in 1987 and served as comment editor for the law review. After graduation, Mr. Lüthi practiced law with the Washington, D.C., firm of Duncan, Weinberg, Miller & Pembroke, P.C, concentrating in administrative litigation before the Federal Energy Regulatory Commission. He joined the Central Legal Staff of the Veterans Court as a staff attorney in September 1991, and was selected to be the Court’s Senior Staff Attorney in February 2001. He was appointed Clerk of the Panel for the JPML in June 2006.

Mr. Lüthi is admitted to the bars of Wyoming and the District of Columbia. He is also an active member of the United States Navy Reserve and currently resides in Washington, D.C.
