Robert W. Parker

 

Judge Parker recently retired as Vice Chairman of the U.S. Civilian Board of Contract Appeals.  The Board is an independent tribunal in the Executive Branch with jurisdiction over contract disputes between civilian agencies of the U.S. Government and private businesses, as well as various other types of cases assigned to the Board by statute and regulation.  The Board also provides, through an extensive program, alternative dispute resolution services for a variety of government-related matters. 

Judge Parker successfully mediated scores of disputes during his judicial career.  Prior to receiving his judicial appointment in 1987, Judge Parker was a practicing attorney and an adjunct professor of law at Catholic University’s Columbus School of Law.  He graduated with honors from the University of Maryland School of Law in 1977.

After leaving the Board of Contract Appeals, Judge Parker moved from Washington, D.C., to Santa Fe, New Mexico, where he serves as a private mediator and arbitrator specializing in construction and government contract disputes.
