SUPPLEMENTAL INFORMATION
(This section is also required, but is not included in the six page limit.)

1. Clearly indicate whether or not you claim veterans' preference, and if so, what preference you claim.

Veterans who are disabled, or served in active duty in the Armed Forces during certain specified periods or in military campaigns, are given preference in Federal employment.

(Note: The veterans' preference requirements have changed over the last few years. Members of the armed services who entered the services after October 16, 1976, must possess a campaign badge or expeditionary medal or must have served in the Gulf War to be eligible for 5 point veterans' preference. Please note that the National Defense Service Medal is not a campaign badge or expeditionary medal.) You may want to use NASA's Resume Guide to determine your eligibility or view veteran's information on OPM's website, www.opm.gov. Go to the index to locate information for veterans.

2. Indicate whether or not we may contact your Current Supervisor.

If you indicate yes, please be sure to include your supervisor's name and phone number in your work history section.

3. Indicate whether or not you are eligible for one of the special hiring authorities described below.

The Federal government has many special hiring authorities that provide optional means to consider certain applicants. These authorities have very specific eligibility requirements. After you read the definitions below, identify any appropriate employment category or authority that applies to you. The NASA Applicant Guide has more information on this subject.

Veterans Recruitment Appointment (VRA):

If you are a qualified and eligible veteran, the VRA authority provides a way for you to be non-competitively appointed to a position at or below GS-11 (or an equivalent grade in another pay system, e.g., Federal Wage System). After two years of successful employment, you are converted to a permanent career or career-conditional appointment.

You may be eligible for a VRA if you fall into any of the following categories:

  • Disabled Veteran. This is any veteran who is entitled to disability compensation, or who was discharged or released from active duty because of a service connected disability.
  • Veterans who served on active duty in the Armed Forces during a war or in a campaign or expedition for which they received an authorized campaign/expedition badge/medal;
  • Veterans who, while serving on active duty in the Armed Forces, participated in a United States military operation for which they were awarded an Armed Forces Service Medal (AFSM); and
  • Recently separated veterans. Recently separated veterans are defined as those who have separated from active service within the last three years (38 USC 4211(6)).

If meet one or more of the first three categories, you have permanent eligibility under the VRA authority. If you qualify as a recently separated veteran, you must be appointed within three years of the date of your last separation from active duty.

Veterans Employment Opportunities Act (VEOA) Appointments:

This authority allows eligible individuals to compete for vacancies that are advertised under Merit Promotion procedures (i.e. limited to current or former Federal civilian employees in competitive service positions) if we are accepting applications from individuals outside of NASA. You are eligible for consideration under VEOA if you:

  • are eligible for veteran's preference. ( See Veteran's Preference), or
  • have been honorably discharged from the armed forces after 3 or more years or more of continuous active military service. (Active Service is defined in title 37, United States Code, as active duty in the uniformed services and includes full-time training duty, annual training duty, National Guard duty, and attendance, while in the active service, at a school designated as a service school by law or by the Secretary concerned.)

Disabilities Hiring Authority:

The Federal Government's hiring options include excepted service special appointing authorities for certain people with disabilities (those who have severe physical, cognitive, or psychiatric disabilities or who have a history of or who are regarded as having such disabilities). An individual who has a physical disability must provide an appropriate certification from a State Vocational Rehabilitation Agency (SVRA) or the Department of Veterans Affairs.

4. Federal Additional Information Section. If you have any Civilian Federal Experience, you must also provide the information requested below. More information on all of these topics is available in the Applicant Guide.

a. Highest Grade Held

This information is necessary so that we can determine your eligibility for consideration. Provide the highest pay grade (including the pay plan, i.e. GS) you have held on a permanent basis and the dates that you held that grade. NOTE: Do not include the grade of a position you held on a temporary promotion. Temporary promotions are not promotions made on a “permanent basis.”

b. Buyout or Voluntary Separation Incentive Payment

A Buyout or Voluntary Separation Incentive Payment is a payment made to Federal employees as an incentive to retire or resign. Indicate if you have ever accepted a Buyout/Voluntary Separation Incentive Payment (VSIP). If you answer yes, provide the date.

c. Career Transition Programs

If you are eligible for priority consideration under the programs outlined below, please identify the basis of your eligibility for consideration.

ICTAP (INTERAGENCY CAREER TRANSITION ASSISTANCE PLAN) : A participant in this plan is a current or former federal employee displaced from a Federal agency. To be eligible, you must have received a formal notice of separation such as a RIF separation notice. If you are an ICTAP eligible, you will be provided priority consideration for vacancies within your commuting area for which you apply and are well qualified. See the Basis for Rating section in the vacancy announcement for definition of well qualified.

CTAP (CAREER TRANSITION ASSISTANCE PLAN): A participant in this plan is a current or former NASA employee who has been separated or received a certificate of expected separation or official certification that his or her position is surplus, i.e. a notice that your position will be abolished or that you are eligible for discontinued service retirement. If you are a CTAP eligible, you will be provided priority consideration for vacancies in your commuting area for which apply and are well qualified. See the Basis for Rating section in the vacancy announcement for definition of well qualified.

d. Priority Repromotion Consideration

If you are a NASA employee who is on grade and/or pay retention due to a reduction in force or reclassification action, you are entitled to first consideration for vacancies for which you apply (no higher than your previous grade).

e. NASA Employment Status

If you are currently a NASA employee, please indicate whether you are permanent, term (with or without conversion eligibility), or temporary. NASA contractors are not considered NASA employees. Please indicate at which Center you work.

5. Please provide specific information about how you wish to be considered for this vacancy.

If you are applying for a position that is being filled at multiple grade levels and/or locations, please state for which grades and at which locations you wish to be considered.
