Grant Registration Overview [Top]
In order to ensure that only authorized individuals from your organization have access to grant-related information and the ability to perform post award activities, HRSA EHBs require all users to explicitly register to a grant(s).

The project director (PD), whose name appears on the Notice of Grant Award (NGA) is responsible for managing access to non financial reports for a grant. The Financial Reporting Administrator (FRA) is responsible for managing access to financial reports for a grant. This registration process is quick and easy and required only once. The entire registration process can be completed online without intervention from HRSA personnel. Read more about how to add a grant to your portfolio.

What roles are available for grant registration? [Top]
In the context of a grant, HRSA EHBs offer four functional roles:
  1. Project Director: This is the individual who is most closely tied to programmatic aspects of the grant. The PD's name appears on the Notice of Grant Award (NGA). This person will have all permissions to non financial submissions for the grant after successful registration and is responsible for approving grant handbook privileges for other individuals in the organization. Non financial submissions include performance reports, progress reports, noncompeting continuations and other submissions.
  2. Other (Non Financial Reporting Support): Other individuals include anyone from the organization, other than the Project Director, who will need access to non financial submissions for a grant. Users responsible for assisting in the non financial post award activities for the grant and are not the project director, use this role.
  3. Financial Reporting Administrator: This is the individual who is responsible for financial reporting for grants given to the organization. The Financial Reporting Administrator is typically the Business Official for the organization and must use the PIN from the Payment Management System (PMS) to register to the grant. This person will have all permissions to financial reports for the grant after successful registration and is responsible for approving privileges to financial reports for other individuals in the organization. The Financial Status Report (FSR), SF269, is currently the only Financial Report available for submission in the EHBs.
  4. Other (Financial Reporting Support): Anyone who is responsible for viewing, editing, or submitting financial reports for a grant, but does not have the PIN from PMS, should use this role. Other users who support financial reporting will have access to FSRs once the Financial Reporting Administrator approves privileges.
I am the project director (PD) for the grant. How do I get access to the grant handbook? [Top]
If you are the project director for the grant, follow the steps listed below:
  1. Please have the last NGA issued by HRSA handy. You will need this during registration.
  2. Ensure that the name in your profile matches the Project Director name on the NGA.
  3. Choose add grant to portfolio and select "I am the project director for a grant" option.
  4. Enter your 10-digit grant number. (For example A10HP00099)
  5. Enter the award issue date and the CRS-EIN from the last issued NGA for verification. The NGA used by the system for reference is listed once you enter your 10-digit grant number.
  6. Certify that you are indeed the project director for this grant.
Once the above steps are completed, you will be able to access the grant handbook.
I am not a project director, but I need access to non financial submissions available for the grant? How do I add it to my portfolio? [Top]
If you are not the project director of the grant, follow the steps listed below:
  1. Choose add grant to portfolio and select the "I support non financial reporting for the grant" option.
  2. Select the grant(s) for which you need access to non financial submissions and enter comments to communicate your request for access to the project director. Optionally indicate the permissions that you would like to request. Learn more about the various permissions
  3. At this point your registration request with your comments will be forwarded to the project director.
  4. Once the project director approves the request, you will be able to access the grant handbook with appropriate permissions. You will be notified electronically of the decision.
I am responsible for financial reporting, how do I access the grant handbook? [Top]
If you are responsible for financial reporting for the grant, follow the steps listed below:
  1. Please have the PIN from Payment Management System (PMS). You will need this during registration.
  2. Ensure that the role in your profile is either Authorizing Official (AO) or Business Official (BO). The role in your portfolio must be AO or BO in your profile.
  3. Choose add to portfolio and select the "I am responsible for approving/submitting Financial Reports..." option.
  4. Enter the PIN from Payment Management System PMS and certify that you are responsible for submitting financial reports.
  5. If the PIN you enter is correct, your registration is complete once you proceed to view portfolio. As the FRA, you will have access to financial reports for all grants associated with your organization.
I am not the Financial Reporting Administrator (FRA), but I need access to financial reports the grant? How do I add it to my portfolio? [Top]
If you are not the Financial Reporting Administrator, follow the steps listed below:
  1. Choose add grant to portfolio and select the "I support financial reporting" option.
  2. Select the grant(s) for which you need access to financial reporting and enter comments to communicate your request for access to the FRA. Learn more about the various permissions
  3. At this point your registration request with your comments will be forwarded to the FRA.
  4. Once the FRA approves the request, you will be able to access the grant handbook with appropriate permissions. You will be notified electronically of the decision.
Note that you will need to request access from the FRA even if you already have access to non financial submissions.
How do I update information in my profile? [Top]
You can update your name, contact information, and organizational role in your user profile. Follow the steps below for updating your profile.
  1. Choose "Update Profile" under the "Manage Personal Profile" header in the left side menu
  2. Update your information and save and continue
  3. A confirmation page will display your updated profile. Click Save and Continue to save the changes to your profile.
I have added a grant to my portfolio, but it does not appear in my Grants list. Why? [Top]
Requests to add grants to portfolio under the functional role are forwarded to the Project Director or Financial Reporting Administrator. The grant will appear in the grants portfolio once the PD or FRA approves your request for access.
How do I get access to my noncompeting continuation application? [Top]
Please read the HRSA's application submission user guide for detailed step-by-step instructions. In summary, noncompeting continuation applications must be submitted through Grants.gov and then completed within HRSA EHBs. In order to access your noncompeting continuation in the grant handbook, you must register and add the grant to your portfolio.
My organization has received a new HRSA Grant since I validated my account as the FRA. How do I access the Financial Reports for this new grant? [Top]
Follow the steps below to add the new grant to your portfolio for access to Financial Reports:
  1. Choose add to portfolio. You may see a list of previously submitted requests for access to a grant.
  2. Select Add Grant to Portfolio option and click Go.
  3. Select the "I am responsible for approving/submitting Financial Reports..." option.
  4. Enter the PIN from Payment Management System PMS and certify that you are responsible for submitting financial reports.
  5. If the PIN you enter matches our records, you will have access to financial reports for any new grants awarded to your organization
