How do I process other users' requests for access to non financial submissions for a grant?
In order to process requests for other users, you need to have the "Administer Grant Users" permission in the context of the grant for which the request was made. The project director has "Administer Grant Users" permissions once the grant has been added to the grants portfolio. Other users who have been given "Administer Grant Users" permissions for the grant can also process requests for access. If you have the appropriate permission, use the New Users link under Administer section in the menu to process the request. You can:
  1. Approve pending requests for access to non financial reports and manage user privileges.
  2. Search for users to approve access privileges without a request.
  3. Use the view action history link to view the original request submitted by the user and other actions taken on that request.


How do I process other users' requests for access to financial reports for a grant?
In order to process requests for other users, you need to have the "Administer Financial Report" permission in the context of the grant for which the request was made. The Financial Reporting Administrator (FRA) has "Administer Financial Report" permissions for all grants associated with the organization once the account has been verified using the PMS PIN. Other users who have been given "Administer Financial Report" permissions for a grant can also process requests for access. If you have the appropriate permission, use the New Users link under Administer section in the menu to process the request. You can:
  1. Approve pending requests for access to financial reports and manage user privileges.
  2. Search for users and approve access without a request.
  3. Use the view action history link to view the original request submitted by the user and other actions taken on that request.


What privileges are available in the grant handbook?
Following are the privileges available at the grant handbook level:
  1. Access Grant: Basic privilege to access an organzation's grant. All grant level privileges are dependent on this.
  2. View Awards: Privilege that allows a user to view the Notices of Grant Award (NGAs) for a grant.
  3. Administer Grant Users: Privilege that allows a user to approve/disapprove other user requests to access the non financial submissions available in the grant handbook and administer privileges for other users who have the grant in their portfolio.
  4. View Noncompeting Continuations: Privilege that allows a user to view the noncompeting continuation application for the grant.
  5. Edit Noncompeting Continuations: Privilege that allows a user to edit the noncompeting continuation applications for the grant. Requires corresponding view privilege.
  6. Submit Noncompeting Continuations: Privilege that allows a user to submit the noncompeting continuation applications for the grant. Requires corresponding view and edit privileges.
  7. View Progress Report: Privilege that allows a user to view the progress report submissions of the grant.
  8. Edit Progress Report: Privilege that determines if a user can edit the progress report submissions of the grant. Requires corresponding view privilege.
  9. Submit Progress Report: Privilege that determines if a user can submit the progress report submissions of the grant. Requires corresponding view and edit privileges.
  10. View Performance Report: Privilege that determines if a user can view the performance report submissions of the grant.
  11. Edit Performance Report: Privilege that determines if a user can edit the performance report submissions of the grant. Requires corresponding view privilege.
  12. Submit Performance Report: Privilege that determines if a user can submit the performance report submissions of the grant. Requires corresponding view and edit privileges.
  13. View Other Submissions: Privilege that determines if a user can view other post award submissions of the grant. Other category includes all post award submissions that do not fall in the standard categories of performance, progress and noncompeting continuations.
  14. Edit Other Submissions: Privilege that determines if a user can edit other submissions of the grant. Requires corresponding view privilege.
  15. Submit Other Submissions: Privilege that determines if a user can submit other post award submissions of the grant. Requires corresponding view and edit privileges.
  16. Administer Financial Reports: Privilege that determines if a user can Administer access permissions to the Financial Reports for other user users.
  17. Edit Financial Reports: Privilege that determines if a user can edit Financial Reports for the grant. Requires corresponding view privilege.
  18. Submit Financial Reports: Privilege that determines if a user can submit Financial Reports for the grant. Requires corresponding view and edit privileges.
Can the task of managing new user requests and/or managing existing user privileges be delegated?

By default, only the project director has the ability to manage new user requests and/or manage existing user privileges for non financial reports. However, the project director can provide other registered users with the "Administer Grant User" privileges to delegate managing new user requests and/or manage existing user privileges.


By default, the privilege to manage new user requests and/or manage existing user privileges for Financial Reports, is available only to the Financial Reporting Administrator (FRA). However, the FRA can provide other registered users with the "Administer Financial Report" privileges to delegate managing new user requests and/or manage existing user privileges.

What if a user request is disapproved by mistake?
If a user's request to access the grant is disapproved, by mistake, the user can submit another request to access the grant. The project director or any other user(s) with the appropriate privilege, can then approve the request.
