Executive Summary

  • Purpose.  The purpose of this program is to build capacity and research infrastructure and to facilitate minority health research and research regarding other health disparity populations at eligible institutions, but not to directly support the research itself.
  • Mechanism of Support. This FOA will utilize the S21 Capacity Building mechanism.
  • Funds Available and Anticipated Number of Awards. The NCMHD intends to commit approximately $20 million in FY 2008 to fund approximately three-four new and/or competitive continuation awards in response to this FOA. 
  • Budget and Project Period.  An applicant institution may request a project period of up to three years and a budget for direct costs that is determined by the use of a formula. 
  • Application Research Plan Component Length: The S21 application Research Plan component of the PHS398 (Items 2-5) may not exceed 25 pages, including tables, graphs, figures, diagrams, and charts. 
  • Eligible Institutions/Organizations.  Institutions/organizations listed in Section III, 1.A. are eligible to apply.
  • Eligible Principal Investigators (PIs).  Individuals with the skills, knowledge, and resources necessary to carry out the proposed research are invited to work with their institution/ organization to develop an application for support. Individuals from underrepresented racial and ethnic groups as well as individuals with disabilities are always encouraged to apply for NIH support.    
  • Number of PDs/PIs. More than one PD/PI (i.e., multiple PDs/PIs) may be designated on the application.  The contact Principal Investigator must be a senior administrative official such as the President, Chancellor, or Dean of the applicant institution.
  • Number of Applications.  Only one application per institution system-wide.
  • Resubmissions.  Resubmission applications will be accepted; however, such applications must include an Introduction addressing the previous peer review critiques (Summary Statement).
  • Renewals.  Renewals applications will be permitted in response to this FOA.
  • Special Date(s):  This FOA uses non-standard due dates.  See Receipt, Review and Anticipated Start Dates.
