Single award contract for the period of Date of Award to June 31, 2014 for the Department of Social Security Administration. These specifications cover the production of mailing packages consisting of personalized English ONLY and bilingual Spanish/English personalized notices (all duplex printing), English and Spanish pamphlet inserts, mail-out envelopes with a variable return address*(for the Daily/Comp/Spike notices), double window mail-out envelopes for the COLA notices, and Business Reply envelopes (BRE) requiring such operations as: the receipt and processing of wire transmitted data, redevelopment of Advanced Function Presentation (AFP) resources; composition; printing and imaging; perforating (micro-perforated payment stub pages); folding and inserting; extraction of return address from the Mail Run Data (MRD) File, spraying/imaging return addresses on correct mail-out envelopes; provide COLA production plans; manifesting and/or metering, USPS mailing of First Class domestic and certified/registered mail. Each mail-out window envelope (used for the Daily/Comp/Spike notices) will be variable sprayed/imaged with one of approximately 1,300+ different SSA field office (FO) return addresses found in the furnished MRD File. During the term of this contract, the Government expects to develop new notice workloads with the same requirements as the mailing packages described by these specifications.  All terms and conditions in these specifications will apply to any future notice workloads. It is estimated that approximately one (1) to three (3) new notice workloads may be added during the term of this contract. Bids open February 5, 2013, 11 a.m. prevailing Washington, DC time.
