Technical Assistance (TA) Topics

I. Needs Assessment/Health Center Need

  1. Health Center Development
    Information is provided on a range of topics that will provide guidance and tools to assist health centers in effective management practices and relevant Federal regulations, policies and guidance.

  2. Special Populations
    Information and tools that will assist health centers in meeting the needs of special population groups such as migrant and seasonal farmworkers and homeless populations.

II. Services

  1. Clinical Care/Services
    Information for clinicians and other health care providers regarding preventive care and clinical practices, including oral health and HIPAA.

  2. Federal Tort Claims Act (FTCA)
    Information and direct links to resources on the FTCA, including advice and assistance on applying for and implementing FTCA at a health center.

  3. Quality Management/Improvement
    Information and tools for quality improvement and risk management at a health center including HIPAA resources, and tools for obtaining patient satisfaction and tools for improving practice management.

  4. Special Populations
    Information and tools that will assist health centers in meeting the needs of special population groups such as migrant and seasonal farmworkers and homeless populations.

III. Management and Finance

  1. Administrative Management
    Information and resources for grantees on issues related to strategic planning, including implementing an electronic health record.

  2. Financial Management
    Information on management of health center finances, including billing, and sliding fee guidance.   3. Health Information Technology (HIT)
    Information on EHR/EMR systems and Health Center Controlled Networks (HCCN) as well as a series of online HIT Implementation Toolboxes specific to health centers.

  4. Uniform Data System (UDS)
    Information and resources on the Uniform Data System (UDS) which contains the annual reporting requirements for the cluster of primary care grantees funded by HRSA. The UDS includes reporting requirements for Community Health Centers, Migrant Health Centers, Health Care for the Homeless, Public Housing Primary Care, and other  grantees under Section 330 (e) under the Consolidated Health Centers Act..

  5. Facility
    Information regarding the development and implementation of facility and other capital improvement projects.

IV. Governance

  1. Governance
    Information regarding health center Board requirements, policies and structure.
