Policy, Planning and Learning

Established in June 2010, the Bureau for Policy, Planning and Learning (PPL) is responsible for leading the Agency's policy planning efforts, shaping overall strategic and program planning, ensuring the Agency's evolution as a learning and evaluation organization, overseeing donor engagement and institutionalizing science and technology in our work while guiding USAID as the premier development agency.

PPL Structure

The Bureau of Policy, Planning, and Learning (PPL) consists of five offices:

The Office of Policy (PPL/P) leads the Agency in a collaborative process of formulating and implementing development policies to guide programming decisions, inform external audiences about Agency direction, ensure development perspectives are actively considered in foreign and national security policy formulation and reinvigorate USAID's leadership within the development community.

The Office of Strategic and Program Planning (PPL/SPP) leads Agency efforts to revitalize country and regional strategic planning and project design, and enhance institutional capacity in development programs as part of the USAID Forward Reform Agenda. The SPP Office, in tandem with the Department of State and USAID bureaus and offices, also leads efforts to create a more streamlined and effective foreign assistance planning and reporting cycle, from strategic planning through to performance reporting.

The Office of Learning, Evaluation and Research (PPL/LER) catalyzes USAID's transformation into an effective learning organization; one that continuously learns through evaluation and reflection of its own work and the research of others, and brings that learning to bear on key USAID policies and strategies.

The Office of Donor Engagement (PPL/DE) works to achieve coordinated international action of USAID and other bilateral and multilateral donors. In addition, it provides support and direction to USAID representatives to the OECD/DAC in Paris, the European Commission in Brussels, the Japanese aid program in Tokyo, the United Nations in Geneva and Rome, USAID's Development Counselor at the U.S. Embassy in Beijing, China, and a representative at the U.S. Executive Director's Office (USED) at the World Bank in Washington, D.C.

The Office of Science and Technology (PPL/S&T) aims to transform USAID into the global leader in development by pioneering scientific, technological and research-motivated approaches to traditional development challenges.
