The discussion included information about the functions and purpose of high-risk pools, funding opportunities and mechanisms, and current Federal and state roles.

In addition, the discussion covered how improving the quality of mental and behavioral health services for children and youth may be facilitated by adoption of the family-/patient-centered medical home.

As 2014 approaches, states are working on the design, implementation, and administration of these private insurance exchanges, for which consumers could qualify for subsidies. Behavioral health providers have a stake in understanding the purpose and function of these new insurance exchanges since their creation, paired with an expansion of Medicaid eligibility to 138% federal poverty level (FPL), will likely introduce more insured clients into community behavioral health settings.
