Special Emphasis Programs

ICSD Special Emphasis Program (SEP) ensures affirmative steps to provide equal opportunity in all areas of employment by identifying barriers to diverse employees (known as special emphasis groups) from achieving their career goals at rates consistent with the general workforce population. Once identified, the SEP managers (SEPMs) recommending solutions to eliminate these employment barriers and work with the ICs to deploy strategies to ensure equal opportunity for these diverse employees.

The SEPM is responsible for the development and implementation of targeted outreach and recruitment strategies aimed at improving the representation of minorities, women, and persons with disabilities at the National Institutes of Health (NIH). In addition, our SEPMs recommend a variety of diversity and recruitment strategy to assist with the retention, development and advancement of these diverse employee populations so that each of them can achieve their full potential. Special Emphasis Program Areas

The National Institutes of Health (NIH) utilizes Special Emphasis Programs (SEP) to engage with affinity groups in order to raise the awareness of diversity and inclusion and solidify the NIH commitment to a model EEO workplace. Each program focuses on the distinct challenges facing these diverse groups and OEODM works to improve the access that these groups to all of the benefits and privileges of working for the NIH.
