The RCS is responsible for developing, in consultation with the Federal Agencies of the IRAC, preliminary views and proposals for the World Radiocommunication Conferences (WRC). NTIA and the FCC reconcile their separate views and proposals
NTIA submits the reconciled views and proposals to the State Department for final approval and transmission to the regional preparatory group (Inter-American Telecommunication Commission (CITEL) – Permanent Consultative Committee II (PCC-II) for radiocommunication including broadcasting) for the Americas organized under the Organization of American States.
CITEL adopts preliminary views and proposals based on contributions from member states and submits the proposals to the WRC as regional proposals (Inter-American Proposals (IAPs)).
