Lt. Gen. Kathleen M. Gainey is the deputy commander, U.S. Transportation Command, Scott Air Force Base, Ill.

Mission

Serves as the Commander, U.S. Transportation Command. Exercises operational command over the organization and operation of all assigned forces and staff in accordance with the policies established by the Secretary of Defense. Plans, coordinates, directs, and monitors movement and deployment of forces and materiel necessary to meet military objectives. Assures integration of components supporting plans for common-user lift of forces and materiel for contingencies and general war.

CHIEF OF STAFF (TCCS) -

MG Gregory Couch, USA - Chief of Staff

Chief of Staff serves as advisor and assistant to the Commander/Deputy Commander, USTRANSCOM. Directs and coordinates the activities of the staff in accordance with the policies and instructions of the Commander and the Deputy Commander. Acts as primary point of contact with Commander, U.S. Transportation Command and Transportation Component Command (TCC) staff for administrative matters. Advises the Commander on all matters concerning Reserve Component (RC) forces relating to the mission of USTRANSCOM.

SENIOR ENLISTED LEADER (TCCC-SEL) -

Chief Master Sgt. Martin S. Klukas, USAF - Command Senior Enlisted Leader

Principal advisor to the Combatant Commander for all matters concerning joint force integration, career development, utilization and sustainment of more than 150,000 enlisted personnel serving the headquarters and USTRANSCOM's air, land and sea components throughout the world.

COMMANDER'S ACTION GROUP (TCCC-X) -

Mr. David Blomberg - Chief, Commander's Action Group

The Commander's Action Group (CAG) is a cross functional concept team directly supporting the Commander, USTRANSCOM. The CAG facilitates the flow of ideas and innovations across the staff and serves as the command focal point for executive-level communications where the commander or his designated representative is the principal speaker. Additionally, the CAG serves as the command OPR for the USTRANSCOM Command Briefing (USTC 101) and USTRANSCOM International Briefing.

COMMAND FIRST SERGEANT (TCCS-FS) -

SMSgt Matthew Randall, USAF - Command First Sergeant

Serves as the single point of contact for enlisted matters within the command. Advises the USTRANSCOM Commander, Deputy Commander and staff on matters of health, morale, welfare and use of enlisted personnel. Maintains liaison between Commander, Deputy Commander and enlisted force. Evaluates the quality of enlisted leadership, management and supervisory training. Performs First Sergeant duties for the enlisted members of the four services of the command. Supervises command honor guard.

OFFICE OF THE COMMAND CHAPLAIN (TCCH) -

Chaplain (LTC) Timothy Walls, USA - Command Chaplain

Provides strategic direction and clarity of purpose on matters of religion, morals, ethics, quality of life, and ensures the free exercise of religion for military personnel and other authorized members of the Department of Defense.

FREEDOM OFFICE (TCCS-FO) -

Ms. JoLynn Bien - Chief

Manages the Command's Freedom of Information Act (FOIA), Privacy Act, Civil Liberties and Mandatory Declassification Review programs. Liaison to DoD Office of Military Commissions, Chief Prosecutor, for Prudential Search Requests and Office of Security Review for clearance of DoD information for public release.

JOINT SECRETARIAT (TCCS-JS/IM) -

Mr. Peter Wiederholt - Chief, Joint Secretariat/Command Information Management

Joint Secretariat receives, processes, and distributes correspondence for the Command Section. Reviews USTRANSCOM staff documents for quality and provides guidance concerning correspondence preparation and staffing procedures. Maintains the command's Action Officer Tool Kit, providing the staff with essential guidance, templates, and samples. Command Section suspense manager and functional proponent for the command's suspense tracking system. Manages the Command Section's operational budget, processes travel orders, and procures supplies and equipment. Maintains the Commander, Deputy Commander, and Chief of Staff correspondence files and assists with implementation of their decisions, plans, and policies. Advises, directs, establishes, manages, and monitors information management procedures and policy, including information gathering and dissemination, for the command. Command program manager for Reprographics/Printing, Publications and Forms, Electronic Information Management, SharePoint Governance, Information Collections & Reports Management, and Records Management activities. Administrator for the command's electronic records management system. Manages/operates the command's official mail room, issues associated policies and procedures, and functions as command liaison to the Scott Air Force Base Official Mail Center. Provides additional support to the Commander, Deputy Commander, and Chief of Staff as required.

PROTOCOL (TCCS-P) -

Ms. Annalisa Melton - Chief of Protocol

Formulates and coordinates with appropriate staff agencies, all arrangements for visiting dignitaries. Provide protocol guidance and support for command-sponsored conferences and functions. Provides joint protocol support between USTRANSCOM, SDDC, MSC, and AMC for command and base functions as required. Coordinates with financial management staff on management of command section contingency and Special Morale and Welfare (SM&W) funds. Procures and maintains the USTRANSCOM mementos.

PUBLIC AFFAIRS (TCPA) -

CAPT Rick Haupt, USN - Chief, Public Affairs

Principal staff advisor to the USTRANSCOM Commander for public information, internal information, community relations, and security/policy review of information for public release. The office ensures a free flow of news and information to the media, appropriate forums, and the American people limited only by national security constraints and statutory mandates. Acts as the spokesperson and releasing authority for USTRANSCOM information to news media representatives. Develops public affairs plans and programs in support of the USTRANSCOM Commander's objectives and operations. Issues public affairs guidance to the Transportation Component Commands. Coordinates security reviews with OASD(PA) of all material prepared for public release. Implements the Joint Services Hometown News Release Program. Coordinates and executes community relations program activities.

RESEARCH CENTER (TCRC) -

Dr. Jay Smith - Director, Research Center

The USTRANSCOM Research Center is the corporate memory of the command. The Research Center staff documents USTRANSCOM operations, planning, policy and other activities in support of the defense transportation system and distribution process owner responsibilities and meets the needs of the USTRANSCOM commander and staff for historical information for use in decision-making. The Research Center contains a repository of historically significant records dating back to the command�s creation and a reference library focusing on transportation and military history. The staff performs research, prepares historical studies, conducts and publishes oral histories of the command leadership, and answers requests for information from the USTRANSCOM commander and staff, other Department of Defense and government agencies, and the general public. The Research Center also directs the command�s annual Vicksburg campaign staff ride. Other responsibilities of the Research Center include decorating common areas in USTRANSCOM facilities with artwork, artifacts, and displays depicting the command�s mission, activities, history, and military heritage to educate and build esprit de corps; maintaining the exhibits in Transportation Plaza; and purchasing books for the command staff. Visitors are always welcome.

INSPECTOR GENERAL (TCIG) -

CAPT Brenda Holdener, USN - Inspector General

The Inspector General (IG) develops and manages programs for military investigations, assistance, complaints, inquiries, whistleblower reprisal protection and readiness inspections. TCIG is the Office of Primary Responsibility (OPR) for the USTRANSCOM IG Complaint Program; Fraud, Waste, and Abuse Program; DOD Hotline Complaint Program; Intelligence Oversight Program; and coordinates with outside agencies for evaluations and inspections. The IG informs the Commander of matters that impede efficiency and mission effectiveness.

TECHNOLOGY TRANSFER AND COOPERATIVE RESEARCH AND DEVELOPMENT AGREEMENTS (TCCS-ORTA) -

Mr. Mark Surina - Manager

The Manager of the USTRANSCOM ORTA manages all Technology Transfer (T2) activities across USTRANSCOM. T2 authority provides USTRANSCOM with the capability to enter into technology exploration partnerships with non-federal entities. The ORTA works as the principal staff arm of the USTRANSCOM Laboratory Director, a responsibility of the USTRANSCOM Deputy Commander.

JOINT INTER-AGENCY COORDINATION GROUP (JIACG) -

Mr. Lance Carpenter - Program Manager and Director

We advise the Commander, Deputy Commander, Chief of Staff, Directors and staff on matters that may affect command mission in relation to the US Government (USG) interagency community. JIACG enhances the interchange among civilian and military organizations spanning the entire range of national security activity.

LEGISLATIVE AFFAIRS (TCCC-LA) -

Mr. Kurt LaFrance - Chief, Legislative Affairs

The TCCC-LA office serves as the principal advisor to the Commander on all legislative activities across the command. We are responsible for legislative policy, advice, guidance and recommendations on all Congressional activities, events and legislation. TCCC-LA interfaces within DoD and with other government agencies on legislation and prepares key USTRANSCOM leaders for Congressional testimony.

FACILITIES ENGINEERING & MANAGEMENT (TCCS-FM) -

Mr. Steven Coyle - Director and Command Engineer

Acts as USTRANSCOM technical expert and program lead for facility engineering, including planning and programming, related to command-wide infrastructure and transformation. Manages all emerging OSD Base Realignment and Closure (BRAC) or other initiatives affecting USTRANSCOM facilities and base support. Programs and executes Transportation Working Capital Fund and other funds for capital investment programs. Responsible for facilities management and space planning of USTRANSCOM facilities, including co-located tenants. Single interface with 375 AMW, Components, and other Commands on facilities, quality of life, energy, traffic, environmental and safety issues.
