The mission of HHS University (HHSU) is to foster a Department-wide continuous learning environment by providing cost-effective quality services, and competency-based learning and career development activities, using innovative training solutions aligned with the Department's strategic goals.
Established in 2003, HHS University provides employees within the Department of Health and Human Services with high-quality training and developmental opportunities. Specifically, HHSU:
Manages leadership and career development programs;
Provides common needs and mandatory training courses;
Develops systems and processes to link training and development to the competencies required for achievement of HHS strategic goals and priorities;
Provides performance consulting to managers within the Department;
develops and maintains training management systems;
Establishes academic partnerships with colleges and universities to enhance learning opportunities available to employees; and,
Fosters intellectual exchanges between HHS and partner institutions.
The services offered at HHS University align with the Department's core, leadership, and technical competencies. These services can be incorporated into employees' Individual Development Plans (IDP) to ascertain and develop an individual's knowledge, skills, or abilities.
HHS University is made up of three Centers: Center for Curriculum Management, Center for Leadership & Development, and Center for Instructional Technology.
Center for Leadership & Development Programs
The Center for Leadership & Development Programs utilizes specialized programs to develop the current and future leaders of the Department. Programs managed by HHS University include:
Emerging Leaders Program (ELP),
Senior Executive Service Candidate Development Program (SES CDP), and,
The Presidential Management Fellows (PMF).
These competitive leadership development programs select individual candidates to enrich through training and rotations. Each year, approximately 200 individuals participate in these specialized leadership development programs. The Center also manages services to improve the leadership skills of all individuals around the Department. These services include: The HHS Mentoring Program, Career Coaching Services, and Executive Services. In the past year, over 500 individuals have utilized HHS University's coaching and executive services. These programs and services are essential to the talent management and succession planning of the Department.
Center for Instructional Technology
The Center for Instructional Technology provides technological support and assistance for HHS University training and career development programs. The purview of the Center for Instructional Technology includes management and development of HHS University-offered Online Courses, the Department's Learning Portal (Learning Management System - LMS), Commemorative Event website, and the HHS University intranet and internet sites. The LMS offers employees a way to peruse courses and track the training that they have completed. HHS University also offers over 2,700 online classes on a wide variety of subjects that can be completed anytime for free through the LMS.
HHSU has locations at 6010 Executive Boulevard, Suite 400, Rockville, MD (Main Campus); 5600 Fishers Lane, Rockville, MD (Parklawn); and, 330 C Street, SW, Washington., DC (Switzer). Classes are also provided at several other HHS locations in Washington, D.C., Baltimore, MD, Rockville, MD, and Atlanta, GA.
