APPROVAL OF POTTER FLOW METER FOR MEASURING BEER Brewers and others concerned: Purpose. The purpose of this industry circular is to advise you that the Potter Flow Meter has been approved for measuring beer in breweries. Background. The Alcohol and Tobacco Tax Division after a series of tests and evaluations, has approved the Potter Flow Meter manufactured by The Potter Aeronautical Corporation, Union, New Jersey, for use in measuring beer. The basic meter consists of two components: (1) the rotor or sensing element which generates electrical pulses as the rotor is turned by the flowing liquid, and (2) the electronic counter which receives the pulses, counts them and translates the results into barrels, tenths, hundredths, and thousandths of a barrel. In conjunction with the basic meter there is incorporated a maximum security system, designated as Sy 81-4000, which consists of a solenoid valve to prevent slow flows below which the counter will not register, a shield to protect against outside electric influences, provisions against tampering with the electronic system, and provisions against electronic failure of any of the component parts. All wiring between the component parts must be in sealed conduit. Use of Potter Flow Meters in Breweries. The Potter Flow Meter is now approved for use by brewers to measure beer transferred to bottling tanks only. Until this meter has been evaluated for use in racker lines and for use in direct bottling lines, its use for measuring beer in racker lines and in direct bottling lines is not approved. Security Requirements for Potter Flow Meters. The security features described above must be incorporated in any Potter Flow Meter used by a brewer for use in measuring beer transferred to a bottling tank. Calibration of Potter Flow Meters Before Installation. Until further notice, all Potter Flow Meters to be used for measuring beer transferred to bottling tanks must have the calibration confirmed in the Alcohol and Tobacco Tax Division Meter Testing Laboratory, Washington 25, D. C., before the meter is installed in the brewery. Inquiries.
