TEMPORARY USE OF OTHER DENATURANTS IN C.D.A. NO. 18 AND 19, S.D.A. NO. 1, PROPRIETARY SOLVENTS, FORMULATIONS III, IV, AND V AND SPECIAL INDUSTRIAL SOLVENTS, A, B, C, AND D.

Proprietors of distilled spirits plants, users of specially denatured alcohol, and others concerned:

This is to inform you that an ATF Ruling will be issued which will authorize the temporary use of alternate denaturants in the preparation of C.D.A., S.D.A. Formula No. 1, and in certain Proprietary and Special industrial solvents.

With reference to the production of C.D.A. formulas 18 and 19 and S.D.A. Formula No. 1, the ruling will provide that methyl n-butyl ketone may be used in lieu of methyl isobutyl ketone, as follows:

26 CFR 212.11 Formula No. 18

To each 100 gallons of ethyl alcohol of not less than 160° proof add:

2.50 gallons of methyl isobutyl ketone or 2.50 gallons of methyl n-butyl ketone: (and other required ingredients)

26 CFR 212.12 Formula No. 19

To each 100 gallons of ethyl alcohol of not less than 160° proof add:

4.0 gallons of methyl isobutyl ketone or 4.0 gallons of methyl n-butyl ketone: (and other required ingredients)

26 CFR 212.16 and Revenue Ruling 69-483, S.D.A. Formula No. 1, option (2)

To each 100 gallons of alcohol add:

Four gallons of methyl alcohol and one gallon of methyl isobutyl ketone or one gallon of methyl n-butyl ketone.

With reference to the production of proprietary solvents, Formulations III, IV, and V and of Special Industrial Solvents A, B, C and D, the ruling will provide that methyl n-butyl ketone or 1/8 avoirdupois ounce denatonium benzoate, N. F. (Bitrex) may be used in lieu of methyl isobutyl ketone, in these proportions:

To each 100 gallons of specially denatured alcohol, Formula No. 1 add:

1 gallon methyl isobutyl ketone or 1 gallon methyl n-butyl ketone or:

1/8 avoirdupois ounce denatonium benzoate, N. F. (Bitrex); (and other required ingredients)

26 CFR 211.180 Formulations A, B, C and D

To each 100 gallons of specially denatured alcohol, Formula No. 1 or 3-A, add:

1 gallon methyl isobutyl ketone or 1 gallon of methyl n-butyl ketone or:

1/8 avoirdupois ounce denatonium benzoate N. F. (Bitrex); (and other required ingredients)

Caution. Where Formulations A and D are manufactured with S.D.A. 1, option 1, or S.D.A. 3-A and alternate denaturants methyl alcohol and Bitrex, there will be no warning odor. Therefore, all shipping and storage containers must bear a warning notice reading, "Poison, contains methyl alcohol."

Denaturers or manufacturers desiring to use the above listed alternate denaturants prior to the issuance of the ATF Ruling may submit applications for such authorization to their appropriate Regional Directors.
