NATIONAL CONFERENCE ON EXPLOSIVES CONTROL

All Explosives Licensees and Explosives Permittees and Others Concerned:

Purpose. This circular is issued to inform you that the Bureau of Alcohol, Tobacco and Firearms has scheduled a National Conference on Explosives Control to be held at the Fountain Bay Hotel, in New Orleans, Louisiana, September 25-27, 1979.

Background. At least ten Federal agencies and numerous departments within State government regulate explosives and explosive materials in the United States. This multiple effort has produced a variety of conflicting regulatory definitions, product classifications, over- lapping jurisdictions, and a general confusion among members of the regulated industry. At this conference, Federal agencies, State agencies, and industry associations will present papers explaining their role in explosives control. The final day will be devoted to workshops where all attendees will be able to participate and share their views and concerns.

Our purpose is to provide an open forum for the exchange of views and concerns by members of industry, State governments, and the various regulatory agencies. We hope that such a forum will promote continuing communication among the attendees.
