A 163-count federal indictment was returned at the U.S. District Court, Northern District of Iowa, charging Levi with conspiracy to harbor undocumented aliens for profit; harboring and aiding and abetting the harboring of aliens for profit; and conspiracy to commit document fraud. Levi was a manager for Agriprocessors Inc., a large meat processing company. In order to maintain a workforce that included a large number of undocumented aliens, Levi allegedly took measures to conceal the workers' unlawful employment. He supposedly encouraged the undocumented aliens to obtain new false identification documents and submit new application paperwork to conceal their status. Levi is believed to have fled the United States following a worksite enforcement action at Agriprocessors in 2008, and he was last known to be in Israel.
