Login Error Messages and Problems

  1. Why do I keep receiving the HTTP 403 Forbidden Page error?--"The website declined to show this webpage. Most likely causes: This website requires you to log in."

  2. Why am I unable to login?

Question: Why do I keep receiving the HTTP 403 Forbidden Page error?--"The website declined to show this webpage. Most likely causes: This website requires you to log in."
Answer: Check your security settings: Make sure you can log into AKO using your CAC and PIN. If not you will need to register your certificates:

  • Log into AKO at https://www.us.army.mil using your user name and password
  • From the upper left corner, select My Account
  • Select Login Options
  • Select CAC / Cert Registration
  • Click on Clear Registration
  • When prompted enter your PIN
  • When prompted enter your AKO password
  • Once registration is completed you can log out of AKO and should be able to log into FMSWeb https://fmsweb.army.mil using your CAC and PIN

Question: Why am I unable to login?
Answer: There are several things you should try:

  1. Log into AKO at https://www.us.army.mil with your CAC and PIN, then in the same window log into FMSWeb at https://fmsweb.army.mil.

  2. Verify that your AKO Certificate Type is CAC.
    • Log into AKO at https://www.us.army.mil
    • Click on My Account
    • Click on Account Settings
    • Click on Account Information
    • Click CAC/Certificate Registration from the left panel
    • If your Certificate Type is SOFT or anything other than CAC you will need to contact the AKO Help Desk at help@us.army.mil to get your certificate changed to CAC.

  3. Log into our alternate URL https://webtaads2.belvoir.army.mil

Question: I've accessed the system for years, why am I now receiving "The page cannot be found. The page you are looking for might have been removed, had its name changed, or is temporarily unavailable."
Answer: You may need to register or update your CAC Certificates:

  1. Log into AKO at https://www.us.army.mil
  2. From the upper left corner, select My Account
  3. Select Account Settings
  4. Select Account Information
  5. From the left panel select CAC / Cert Registration
  6. Click the Register button
  7. If you don?t see the Register button click on the Clear Registration Information button (you may have to do this twice)
  8. Then click on the Register button
  9. Select the digital certificate associated with your CAC
  10. Enter your CAC PIN if prompted
  11. Or enter your AKO user name and password if prompted
  12. Once registration is completed you can log out of AKO and should be able to log into FMSWeb using your CAC and PIN

Question: Why am I getting "cannot connect to the website"?
Answer: Close your browser and remove your CAC and reinsert it. Then open the browser again and login to the site.

Question: I just received a new Common Access Card (CAC) and now I can't get into FMSWeb. What do I need to do to gain access with my new CAC?
Answer: First, make sure you are using the correct URL (address): https://fmsweb.army.mil. Then you may need to register or update your CAC certificates:

  1. Log into AKO at https://www.us.army.mil
  2. From the upper left corner, select My Account
  3. Select Account Settings
  4. Select Account Information
  5. From the left panel select CAC / Cert Registration
  6. Click the Register button
  7. If you don?t see the Register button click on the Clear Registration Information button (you may have to do this twice)
  8. Then click on the Register button
  9. Select the digital certificate associated with your CAC
  10. Enter your CAC PIN if prompted
  11. Or enter your AKO user name and password if prompted
  12. Once registration is completed you can log out of AKO and should be able to log into FMSWeb using your CAC and PIN

Question: I previously had an FMSWeb account. Why am I getting a message that says, "Your request for an account has been denied?"
Answer: There are several reasons why your account may have been denied:

  1. Your account type is anything other than Active Military or Active Civilian and requires your COTR (Contracting Office Technical Representative) or Government Sponsor to validate your need for access
  2. You entered your own information in the Security Officer field
  3. You entered your own information in the COTR (Contracting Office Technical Representative) or Government Sponsor block

Question: I have had an account for years. Why I am now getting a message stating my account is in Pending status and is being reviewed? I recently retired from active duty and now I working as a Contractor.
Answer: Your account has been set to Pending because your AKO account type has changed. Please provide the name, phone number and email address of your Contracting Office Technical Representative (COTR) or Government Sponsor to usarmy.belvoir.hqda-dcs-g-3-5-7.mbx.fmsweb@mail.mil. We'll then send your COTR a request for verification. Once we receive verification your account will be approved and you will be notified.

Question: Why does my account say Expired and how do I get it active again?
Answer: You are a Contractor and your account needs to be re-validated by your Contracting Office Technical Representative (COTR) or you are a Local National and your account needs to be re-validated by an O6/GS-15 in your chain of command. Contact the usarmy.belvoir.hqda-dcs-g-3-5-7.mbx.fmsweb@mail.mil for additional information.

Questions: I used to have FMSWeb access but now that I'm using Mozilla Firefox it tells me that I am not authorized. What do I need to do to access the site?
Answer: The Army supports Mozilla Firefox; however, our limited resources prevent us from being able to provide FMSWeb support for any other internet browser except Internet Explorer.

Question: How do I get an FMSWeb Account?
Answer: To get an FMSWeb account:

  1. Go to https://fmsweb.army.mil
  2. Click on the FMSWeb icon in the top center or Click on Login to FMSWeb from the left panel
  3. Select your digital certificate and click OK
  4. Enter your PIN and click OK
  5. For Active Military and Active Civilian:
    • Enter your Security Officer's name, phone number, and email address
    • Click Continue
    • The system will send you an email once your account has been approved
  6. For Contractor and Sponsored Accounts:
    • Enter your Security Officer's Name, Phone Number, and Email Address
    • Enter the name of your Company (for Contractors only)
    • Enter your COTR (Contracting Office Technical Representative) or Government Sponsor's name, phone number, and email address
    • Click Continue
    • The system will automatically send an email to your COTR or Government Sponsor. Once your COTR or Government Sponsor provides verification that you are working on an official government project and that your duties require access to force management data your account will be approved and you will be notified.
  7. For Local National Accounts:
    • Click Continue to create your LN restricted account in FMSWeb
    • Your account can not be approved until we receive an email (Click here for sample) from an O6/GS15 in your chain of command. There will be a link to the format once you register for an account.
    • The system will send you an email once your account has been approved

Question: I provided the wrong information for my Security Officer, how do I change it?
Answer: Email the correct information to usarmy.belvoir.hqda-dcs-g-3-5-7.mbx.fmsweb@mail.mil.


Question: I'm a contractor, whom should I identify as my security officer, the government security officer or my company's security officer?
Answer: For Contractors, you should identify your company's security officer.


Question: How long does it take for my account to be approved?
Answer: The time is dependent on how long it takes your COTR (Contracting Office Technical Representative) or Government Sponsor to verify that you are working on an official government project that requires access to force management data.

Question: How do I update my account information, i.e. phone number, organization, etc.?
Answer: Name, phone number, organization and other account information come directly from AKO and will have to be updated in AKO.

  1. Log onto AKO at https://www.us.army.mil
  2. From the AKO Home page, select My Account (top left)
  3. Select Account Settings
  4. Select Account Information
  5. Scroll to the center of the page under Profile Information and in the blank boxes type in the correct information for Organization, Phone Number, Fax Number, Street Address, City, State, Zip Code
  6. Click on Submit

Note: Personal information such as UIC, rank, branch, MOS are pulled directly from TAPDB (Total Army Personnel Database) and therefore cannot be changed by the user, AKO Help Desk, or FMSWeb help desk.
