CAPRI for VSOs: Connecting Veteran Service Organizations (VSOs) to VA Information Resources

Image of doctor and veteran looking at a laptop computer together Compensation and Pension Records Interchange (CAPRI) for VSOs is a One VA initiative that provides authorized VSO representatives with read-only access to a specified claimant's electronic health record (EHR). This access facilitates the work of Veterans Service Officers helping Veterans prepare claims for VA benefits. VSO access to a Veteran claimant’s EHR through CAPRI is contingent upon the claimant executing a power of attorney (POA) that gives the VSO unlimited and unrestricted access to all medical records, including sensitive records protected by title 38 U.S.C. § 7332.

CAPRI access is currently being implemented for VSOs at Regional Offices in a phased approach. Access will then be coordinated for VSOs located at VA Medical Centers, with a phased implementation beginning August 2009.

What Does CAPRI Offer Users?

  • A national user account option with a single access/verify code, from which authorized users can view a Veteran’s entire VA health record from any site where the Veteran has been seen
  • Customizable reports and health summaries
  • Compensation and Pension (C&P) exam requests and results
  • A search feature that enables users to search progress notes and discharge summaries for text
  • Access to current and past Automated Medical Information Exchange (AMIE) C&P claims activity
  • Federal Health Information Exchange (FHIE)/Department of Defense health data
  • Access to VistAWeb for quickly viewing data at remote locations

CAPRI Instructions and Training Material

Users with VA Network Access can find training materials, instructions, and access request forms on the HIA VSO Intranet site. The training materials include a CAPRI Ready Reference Guide and several short CAPRI instructional videos.

The Health Information Access (HIA) Program

HIA is responsible for coordinating access to Veterans Health Administration (VHA) health information resources, including national databases, extracted datasets, and EHRs. The goal of HIA is to provide those who serve Veterans access to the informational resources they need while always maintaining the privacy and security of Veterans' health information. This is in accordance with VA Policy and Federal law, including the Privacy Act of 1974 and the Health Insurance Portability and Accountability Act (HIPAA). HIA is part of the VHA Information Access & Privacy Office within the Office of Health Information’s Health Data and Information Office.
