Program Analyst

This position is located at the National Institutes of Health (NIH) Clinical Center's Office of Management Analysis and Reporting in Bethesda, MD. The Clinical Center is a 240-bed research hospital at the NIH, serving the patient care and clinical research needs of the NIH intramural research program. Its mission is to provide patient care, services, training, and the environment in which NIH clinician-scientists creatively translate emerging knowledge into better understanding, detection, treatment, and prevention of human diseases. The Clinical Center supports nearly 50% of all NIH funded general clinical research center beds in the nation, as well as over 25% of outpatient visits. In supporting approximately 1,400 active clinical research protocols, the Clinical Center admits patients from around the country and the world who participate in experimental treatments and studies at no charge.

The mission of the Clinical Center (CC) Office of Management Analysis and Reporting (OMAR) is to empower hospital consumers to make data-driven management decisions through real-time access to hospital census and industry standard utilization data. OMAR reports directly to the CC Office of the Chief Financial Officer. This position will support the strategic goals and initiatives of OMAR, as well as the Office of the Chief Financial Officer. One strategic goal of the CC is to enable hospital executives and NIH Institute leadership to quickly identify and effectively react to events in the hospital. To assist in achieving this goal, the CC began the design and development of a hospital Executive Information System to allow CC departments and participating NIH institutes the ability to quickly access and analyze information across a broad range of hospital functions. On a day-to-day operational basis, OMAR is responsible for: managing all aspects of the Executive Information System, an on-line business intelligence tool, offering a visual display of real-time reporting of key hospital performance indicators; conducting and distributing analysis and reporting on hospital census, activity, cost and patient quality measures; utilizing the Executive Information System to distribute protocol resource utilization reports to Institute scientific and clinical directors, identifying research utilization by patient, protocol, branch and Institute; and benchmarking Clinical Center services, using industry standard data, with comparable Academic Medical Centers to augment performance management. In addition, the Office of the Chief Financial Officer leads key activities such as clinical department operational reviews and leadership planning meetings which support the identification of opportunities for operational improvement and support. This position would require active involvement in both.
