Organizational Structure, Mission and Statutory Authority

The historic mission of the Department is “to foster, promote, and develop the foreign and domestic commerce” of the United States. This has evolved, as a result of legislative and administrative additions, to encompass broadly the responsibility to foster, serve, and promote the Nation’s economic development and technological advancement.

The No FEAR Act

The No FEAR Act (Notification and Federal Anti-Discrimination and Retaliation Act of 2002), which took effect on October 1, 2003, makes Federal agencies individually accountable for violations of anti-discrimination and whistleblower protection laws.

U.S. Department of Commerce Strategic Plan and Annual Performance Plans

Strategic Plan: The Department of Commerce’s strategic plan for the fiscal years 2007 through 2012 highlights efforts to respond to and influence the three major forces that will shape the U.S. economy of the future: the enhancement of economic growth for American industries, workers, and consumers (Goal 1), science and technological leadership (see Goal 2), and environmental stewardship (see Goal 3).

Annual Performance Plan: Note: Annual performance plans are integrated with the budget and are shown as exhibit 3A of each budget justification. The FY 2011 Annual Performance Plan provides the Department of Commerce’s bureau-specific performance goals and measures that align with the Department’s strategic goals and objectives. This plan sets the framework for the Department’s annual performance.

Agency Point of Contact for Small Businesses

The Small Business Paperwork Relief Act (SBPRA) of 2002 requires the Office of Management & Budget to publish in the Federal Register a list of the compliance assistance resources available at Federal agencies for small businesses.
