Before you purchase any new technology, refer to the appropriate bricks and patterns for the latest information on tactical and strategic directions. Individuals procuring new technology or planning updates to current technology must use the following precedent for determining the IT acquisition strategy:

1. Cloud-based solutions are the default option whenever a secure, reliable, cost-effective cloud option exists.1
2. Existing NIH services and systems will be considered for reuse when a viable cloud-based option does not exist.
3. Existing non-NIH government  services and systems will be considered when neither a viable cloud-based or NIH alterative exists.
4. Custom development will only commence when it has been determined that none of the aforementioned alternatives are viable.

Business requirements may necessitate a temporary exception to the architecture. The architecture exception process accounts for these exceptions.
