The Food Safety and Inspection Service (FSIS) is the public health regulatory Agency in the U.S. Department of Agriculture (USDA). We protect consumers by ensuring that the commercial supply of meat, poultry and egg products is safe, wholesome and correctly labeled and packaged.

FSIS will pay travel and transportation expenses to the first post of duty for our newly hired veterinarians.  This incentive is available to new Federal appointees and only includes the actual costs incurred as a result of the employee's travel and transportation of household goods to the first post of duty. 

Our Public Health Veterinarian's are valued members of a dynamic team.  Most importantly, you are in a pivotal role from day one and your work has visible impact.  You will be:

• planning, organizing, coordinating and adapting the full range of meat and poultry inspection operations in slaughter and/or processing establishments;
• ensuring establishments meet requirements of the Pathogen Reduction and Hazard Analysis and Critical Control Point (HACCP) regulations;
• overseeing other consumer protection, non-food safety concerns such as proper labeling and packaging;
• serving as team leader who works with and supervises other public health professionals to ensure establishments under our jurisdiction comply with sanitation standards and properly implement systems that control hazards from entering the food supply;
• enforcing Federal meat and poultry inspection procedures prior to slaughter and throughout the entire establishment, including humane handling, ante-mortem inspection, post-mortem inspection, processing operations, veterinary dispositions, and transportation and distribution of meat, poultry, and egg products to markets and retail stores.

This position has a training program requirement as a condition of employment. If selected, you must successfully complete a 10-week training program at designated locations which will require travel outside the duty location for an extended period. The Public Health Veterinarian (PHV) training is necessary to perform the duties and responsibilities of a PHV to further the mission of the Office of Field Operations and FSIS. You must begin the training within 90 days of the effective date of your selection, and you must successfully complete it within 12 months of the effective date of your selection. If you are a new hire with FSIS and you fail to successfully complete the training, you will be terminated from Federal Employment. If you are not a new hire to FSIS and have moved into a Public Health Veterinarian position from another type of position in FSIS, you will either be removed from Federal service; returned to your former position (depending on availability and the needs of the Agency); or if qualified, be offered another position at the same or lower grade than the position held immediately before accepting the covered position.

This position has a specialized education requirement.


You must have a DVM degree (or will receive your DVM degree within the next nine months) from an AVMA accredited veterinary medical school. If you have a degree from a foreign veterinary medical school, that is not accredited by the AVMA, click on this REQUIREMENTS link.  If you are selected for a position, you will be required to have official transcripts sent directly from your college, to our Human Resources Office.   

You will start at either the AP-0701-03 or AP-0701-04.  To qualify at the AP-0701-04, you must have: 

  • At least one year of post DVM specialized veterinary experience that demonstrates the ability to independently perform the veterinary medical duties required of the position; or
  • A Master's degree, from an accredited college, in an area of specialization; or
  • Successfully completed two years of an internship, residency program or fellowship training program in a discipline related to this position.

Medical Requirements:  This position requires a pre-employment physical.  Applicants must be physically and mentally able to efficiently perform the job functions, without hazard to themselves or others. These positions require good vision (including color vision), hearing, touch and eye-hand coordination. Applicants who use a prosthetic or mechanical aid that satisfactorily compensates for an impaired function will be considered. (Current employees of the Food Safety and Inspection service may already have a pre-employment physical)

 

Functional Requirements/Environmental Factors:  Veterinary Medical Officers, Food Inspectors and Consumer Safety Inspectors (slaughter) are involved in ante-mortem inspection of livestock or poultry and post-mortem inspection of red meat or poultry.  This inspection activity is performed in a noisy industrial environment with large moving machinery that cannot be stopped instantly.  Workstations and walkways can be extremely narrow and slippery.  Excellent stability and balance is required.  Frequent physical activities such as walking, climbing, standing, and kneeling are required, including climbing and walking on catwalks.  Various environmental conditions, ranging from sub-freezing temperatures to frequent summertime temperatures at 80 to 90 degrees are common, with extreme humidity. 

Inspection activity requires rapid, constant repetitive motion with both hands and wrists.  Red meat viscera inspection requires the palpation of organs and slicing with extremely sharp knives.  Accurate color vision is essential to notice subtle shades of product color in the detection of abnormalities that make a product unfit for human consumption.

full performance AP-3 (GS-9/11) veterinarians.
