With nearly 30 years experience in the Information Technology (IT) industry, Mr. Wang has demonstrated excellent leadership skills with proven ability to formulate and execute sound technical and business strategies to achieve critical mission objectives. His combined technology and business experience in both public and private sectors has proven to be instrumental to the success of engagements under his leadership. He has extensive qualifications in project management, IT management, revenue and financial management. Mr. Wang has repeatedly demonstrated the ability to successfully lead organizations and activities in both private and public sectors.

Mr. Wang became the Deputy CIO (DCIO) at the Department of Education on April 2011. As the DCIO, he provides administrative and policy oversight to all OCIO offices with an emphasis on execution of IT operations. Specific responsibilities include providing oversight in budget formulation, maintenance of IT infrastructure services, and implementation of IT system security controls in compliance with the FISMA and NIST security standards. He also oversees implementation of processes and standards for information system development, management of customer demands, and governance of financial integrity of the financial systems within the Office of CIO.

Prior to joining the US Department of Education as the DCIO, Mr. Wang served as a Program Delivery Manager and Chief Architect for the largest IRS modernization program at the Department of Treasury for six years. While serving in this capacity, Mr. Wang was responsible for budget management, architecture and engineering design, and vendor management for the IRS cornerstone modernization project with a budget of hundreds of millions of dollars. Previous roles also included leading a large scale engineering effort in solution concept development, E300/53 preparation, and cost estimation in support of the IRS’s capital investment planning for FY2007 and FY2008. Mr. Wang was also responsible for the development of IRS’s Enterprise Transition Plan that depicts a modernization roadmap for the organization.

Prior to joining the IRS, Mr. Wang served as a project manager, a chief architect, and a senior consultant at IBM Corporation. He consulted to key public sector clients including both US, local and foreign governments in the areas of enterprise architecture, business transformation, revenue management, technology enablement, system integration, application development, technology strategy, and strategic planning. While serving as a chief architect, Mr. Wang successfully completed major large scale system integration engagements.

Mr. Wang in his early career successfully led an IT modernization effort for the State of Wyoming and taught computer science as either an adjunct or full-time faculty in a number of academic institutions.

Mr. Wang holds a M.S. and Ph.D. in Computer Science from University of Wyoming.
