The NIH Delegations of Authority (DOA) Database

What it does? It mirrors and tracks NIH and IC-specific Delegations of Authority. It is a copy of the DOA.

What it does not? The DOA database is not used to redelegate authorities. It does not contain the official record of the Delegations of Authority at this time (although it is our plan to eventually develop the system to provide this service). The official file copies of the delegations of authority must be maintained by the IC or OD Coordinator responsible for delegations of authority in the respective IC or OD office. The Office of Management Assessment maintains the official records for all delegations from the NIH Director.

Remember ~ A Delegation of Authority is the formal assignment or commitment of legal power, usually to a subordinate official, to make certain decisions and take certain actions that have legal significance.

The user permissions assigned to you by the Database System Administrator grant you the ability to manage delegations of authority. The user permissions do not give you the authority to redelegate delegations of authority.

If you enter or change a delegation of authority in this database, you must first have a signed, official DOA in your records and the database must accurately reflect the authorities, approval, limitations and references as stated in the official DOA record.

By adding, editing, redelegating or deleting any delegations of authority within this database, you assume all responsibility for the record. Delegations of Authority are considered to be Emergency Operating Records which means they are records vital to the continued functioning or reconstitution of an organization during and after an emergency. They are records deemed vital under the NIH Comprehensive Emergency Management/Continuity of Operations Program (COOP) plan.
