Current, Published, & Proposed Regulations

Current Regulations
To search the entire set of the Code of Federal Regulations (CFR) databases by keyword, retrieve CFR sections by citation, or search and/or browse your choice of CFR titles and/or volumes. [Note: Most of NIH's regulations (pertaining to grant programs, loan repayment programs, other financial assistance programs, and the conduct of persons and traffic on the NIH federal enclave) and Department of Health and Human Services (HHS) grant administration regulations can be found in title 42 (Public Health) and title 45 (Public Welfare) of the CFR.]

Proposed Regulations
See the U.S. Government Printing Office (GPO) Superintendent of Documents via GPO Access home page to search the Unified Agenda (Unified Agenda of Federal Regulations and Deregulatopry Actions) databases available online. Under "What's Available . . .", click "Regulatory." Under "Regulatory Resources on GPO Access", click "Semiannual Regulatory Agenda (Unified Agenda)." Scroll down the page to the search menu box. Click the appropriate Unified Agenda (by year) database and click. Enter the appropriate search terms in the "Search Terms" box, and click the "SUBMIT" box.

Electronically Soliciting, Submitting, Receiving, and Managing Public Comments in Rulemaking
Persons and organizations interested in electronically accessing, reviewing, and submitting comments on rulemaking documents (e.g., proposed rules, interim final rules with request for comment, etc.) from all federal departments and agencies that are open for comment and are published in the Federal Register, may do so via the new www.regulations.gov website.

For guidance concerning the required use of www.regulations.gov website for the electronic submission of public comments in response to a rulemaking action, and the use of the Federal Document Management System (FDMS) www.fdms.gov/, for the receipt, access, review, and management of such public comments for a rulemaking document, you should contact the NIH Regulations Officer, Jerry Moore (301-496-4607) and/or his assistant, Daniel Hernandez (301-496-3343). They serve as Agency Administrators for the use of the FDMS at NIH. They will be able to help you create the necessary electronic docket needed for the receipt, access, review, and management of public comments submitted via www.regulations.gov. They will be able to assist you in obtaining the training necessary for using the FDMS and managing your comments. .

Published Regulations
See the U.S. Government Printing Office (GPO) Superintendent of Documents via GPO Access home page to search the Federal Register databases online. Under "Quick Links . . .", click "Federal Register." Scroll down the page to "Federal Register Volume". Click the appropriate checkbox. Scroll further down the page to "Federal Register Sections". Click the appropriate "Final Rules and Regulations" or "Proposed Rules" checkbox. Enter the appropriate "Issue Date" information and "Search Terms" information, and click the "SUBMIT" box.
