This position is located in the Policy and Planning Office, Office of the Executive Director, Office of the Inspector General at the U.S. Department of State.The primary purpose of this position is to perform analyses of OIG processes, products, and results; develop and oversee performance management systems; conduct management improvement studies and process engineering; perform strategic planning, budget formulation and workforce analyses; and to coordinate policy analysis and management control activities.

- Plans, performs, and leads comprehensive studies and analyses designed to evaluate and, where possible, improve OIG management programs and practices. Leads or participates in projects, special analyses, and studies with OIG, Department, other Federal Government agencies, and private industry on matters related to audits, inspections, and investigations.

 

- Performs benchmarking in coordination with public and private sector programs and practices to evaluate and assimilate best practices within the OIG; and develops OIG's strategic planning assessment tools. Evaluates and recommends the implementation and management of commercial-off-the-shelf product and custom applications to support the worldwide performance management, knowledge management, and compliance functions of the OIG. Ensures OIG compliance with the statutory framework for performance management in the Federal Government.

 

- Manages project resources and activities to meet project technical, cost, and schedule objectives. Plans and develops manuals, guidelines, procedures, and instructions to implement OIG programs, objectives, policies, and standards. Maintains contact with, providing status reports to and responding to queries from, the Office of Management and Budget (OMB), and maintaining liaison with the Department's planning and budget staff.

 

- Identifies and assesses the impact of legislative and policy developments affecting OIG's ability to obtain the resources required to accomplish its program mission and to allocate resources efficiently. Coordinates with the Department and OMB, all OIG offices, and OIG senior management in preparing and presenting planning documents and resource justifications, including the annual Bureau Strategic Resource Plan (or equivalent document), the budget submission to OMB, and the Congressional Budget Justification.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following:  

Mastery of management and program analysis principles and concepts in order to perform comprehensive studies and analyses designed to evaluate and improve management programs and practices.

 

Ability to develop performance measures, evaluate the efficiency and effectiveness of operations, and coordinated analysis of results against established performance metric targets.

 

Skill in multiple communication techniques to prepare and deliver technically authoritative and persuasive position papers, recommendations, and assessments of complex technical and project administrative issues, in a clear and concise manner.

 

Knowledge of the Federal budget process and related financial practices and techniques to provide status reports and respond to queries from OMB, and participate in meetings and briefings with OMB and Department officials to provide additional explanation for and defend OIG budget requests.   


There is no substitute of education for specialized experience for the GS-13 position.

Time-In-Grade Requirements:  Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.
