Subject : Supplemental Financial Disclosure Report Regulation Change

A second extension has been granted today to NIH employees, by the Department, with the concurrence of the Office of Government Ethics, for filing financial disclosure reports and divesting prohibited holdings.

As has been previously announced, the Department and the NIH are reviewing the comments received on the interim final ethics regulation issued on February 3, 2005, and are considering changes based on these comments. Accordingly, to allow time for this review and consideration, the deadline for filing supplemental financial disclosure reports has been moved to October 3, 2005. Also, the deadline for divesting financial interests prohibited under the regulation announced in February has moved to January 2, 2006.

Employees are not required to divest any holdings unless they are specifically directed to do so. However, under longstanding government ethics law, recusals are required in many circumstances, depending on an employee’s holdings.
