Office History:
The Washington DC Field Office (DCFO) is headquartered aboard Joint Base Anacostia-Bolling in metropolitan Washington, D.C. and covers Delaware, District of Columbia, Maryland, West Virginia, and 26 counties in Northern Virginia from six subordinate offices located in Bethesda, MD, Annapolis, MD, Patuxent River, MD, Washington, D.C., Quantico, VA, and Dahlgren, VA. Major installations and commands serviced include the U.S. Naval Academy, Walter Reed - Bethesda National Medical Center, Office of Naval Research, and three of four major systems commands (SYSCOMS) including Naval Air, Naval Sea, and Marine Forces. The NCIS DCFO is a diverse office with an exciting mission, highly effective work force, and high operational tempo. DCFO aggressively operates across all of the NCIS operational disciplines to prevent crimes, protect Department of the Navy personnel/programs and detect, disrupt, and neutralize criminal, fraud, counterintelligence (CI), and counter-terrorism (CT) threats.
The field office supports over 110,000 active duty and civilian Department of the Navy personnel in the National Capitol Region (NCR), including the highest concentration of U.S. Navy (USN) and United States Marine Corps (USMC) flag officers in the world.
Investigative Programs:
The General Crimes Program conducts reactive criminal investigations and proactive enforcement operations across the spectrum of crimes that NCIS investigates, including family and sexual violence (F&SV) cases, stolen U.S. government property operations, internet crimes against children (ICAC), narcotics, and other violent crimes. Cases are routinely presented for prosecution in military court as well as U.S. District Courts in the District of Columbia, Eastern District of Virginia, and Maryland. DCFO recently partnered with the U.S. Air Force Office of Special Investigations (OSI) 7th Field Investigations Squadron, Andrews Air Force Base, to form a joint proactive crimes task force which is located at DCFO.
The DCFO Economic Crimes Program services the major systems commands noted above, as well as 34 other DON acquisition commands in the NCR. DCFO has created and launched innovative and effective undercover operations to target those involved in national level product substitution and procurement fraud activities to ensure the operational readiness of the USN and USMC.
The DCFO Counterintelligence (CI) Program has services the NCR, which has a distinctly high concentration of DON research, development, and acquisition (RDA) commands, cleared defense contractors (CDCs), research universities, and the largest foreign diplomatic presence in the U.S. The DCFO CI program protects the DON's fiscal investment and operational readiness by providing robust CI support through an aligned execution of CI functional services, CI investigations, and effects-based operations. The DCWO CI programs are synchronized with the DCWA Economic Crimes Program. DCWO has been eminently successful at the integration of fraud and CI operations to address common threats that transcend two traditionally separated operational disciplines.
DCFO has one Special Agent each assigned to the FBI’s Baltimore and Washington Joint Terrorism Task Forces (JTTF). NCIS JTTF Special Agents have participated in high profile counter-terrorism (CT) investigations, including the Yonathan Melaku case (a USMC reservist arrested after numerous shootings against the Pentagon, Marine Corps Museum, and armed forces recruiting stations over the course of six months in Northern Virginia), and the Antonio Martinez, a/k/a Muhammad Hussain case. Hussain was arrested for attempting to murder federal officers and employees and attempted use of a weapon of mass destruction against federal property, in connection with a scheme to attack an Armed Forces recruiting station in Catonsville, MD.
