INCENTIVE FOR SUBCONTRACTING


SUBCONTRACTING

The Offeror shall submit the following regarding its subcontracting arrangements:

1. Functions and strengths of proposed subcontractors:

2. Reporting processes, including the approach to ensure that problems are reported to appropriate levels of program and corporate management in a timely manner.

3. Methods proposed to anticipate, identify and resolve conflicts and problems between and among subcontractors;

4. Methods to minimize increased costs to the Government from the use of subcontractors, including how competitive prices and rates will be maintained; and

5. Proposed approach to handling and coordinating communications among NIH customers, the contractor, and subcontractor regarding NIH requirements, resolution of technical and management problems, technical and progress reviews, and reporting, and expenditure tracking.

HUBZone Small, Small Disadvantaged, and Woman-owned Small Business Subcontracting Program

The Offeror shall demonstrate its commitment toward achieving its HUBZone small, small disadvantaged, and woman-owned small business subcontracting goals and other objectives. This discussion should be in the context of demonstrating the Offeror understanding of and approach to using, assigning, and managing HUBZone small, small disadvantaged, and woman-owned small business subcontractors.

An Offeror, other than a small business concern, submitting an offer in response to this Request For Proposal shall submit a subcontracting plan with its initial offer. It is the National Institutes of Health expectation that an Offeror subcontracting plan will reflect a commitment to assuring that HUBZone small, small disadvantaged, and woman-owned small business concerns are provided the maximum practicable opportunity, consistent with efficient contract performance, to participate as subcontractors in the performance of the resulting contract. Any contract awarded to a firm other than small business in size as a result of this solicitation will contain Federal Acquisition Regulation (FAR) clause 52.219-9, HUBZone Small, Small Disadvantaged and Woman-owned Small Business Subcontracting Plan.

All Offerors are required to show their intended support of small, small disadvantaged and woman-owned small businesses. Therefore, all offerors shall submit their intended HUBZone small, small disadvantaged and woman-owned small business subcontracting dollar goals as a percentage of, at minimum their subcontract dollar base and potentially of the estimated contract value. The Offeror shall identify all the associated work targeted for such subcontracting.

Each Offeror must submit the completed plan with its initial proposal. The NIH recommended goal (as a percentage of total contract value) for this procurement is 23% for small business, which shall include at least 1% for HUBZone small business, 5% for small disadvantaged business, and at least 5% for woman-owned small business. These goals represent the Federal goals targeted for Federal Activity and will serve as the target at the prime contract level. Any goal stated less than the target shall be justified.

The NIH HUBZone Small, Small Disadvantaged, and Woman-owned Small Business Model Subcontracting Plan Outline, which reflects minimum requirements of the law.  If the model plan is not used, all elements outlined must be addressed in offeror version. Any plan should describe the Offeror commitment to accomplish the following (as evidence by the Offeror individual (i.e., NIH) subcontracting plans and other policies, plans, and practices); additionally the Offeror should provide specific and detailed examples (during the past three years) of:

Submit letters of commitments from all HUBZone small, small disadvantaged and woman-owned small business concerns, if available.

[NOTE: If the Offeror is other than a small business firm, failure to submit a Subcontracting Plan will make the Offeror ineligible for award. The plan is subject to negotiation, and the plan thus negotiated will be included in any resultant contract.]
