Lieutenant General William E. Ingram, Jr. assumed the duties of Director, Army National Guard in November 2011.  As Director, Ingram guides the formulation, development and implementation of all programs and policies affecting the Army National Guard, a force of more than 350,000 Citizen Soldiers in the 50 States, three Territories and the District of Columbia.                                    
LTG Ingram received his commission in 1972 as a Distinguished Graduate of the Officer Candidate School, North Carolina Military Academy at Fort Bragg, North Carolina. His military education includes specialized courses in firepower control, anti-terrorism, national and international security, and strategic leadership development. He is a 1997 graduate of the U.S. Army War College.

He has commanded at the platoon, company, and battalion level in the 1^st Battalion, 119^th Infantry, North Carolina Army National Guard.   LTG Ingram served in staff positions as the S-3 Air, S-3, and S-4, 1^st Battalion, 119^th Infantry and as Assistant S-3, 30^th Infantry Brigade.  He later served as Rear Operations Officer and then Commander, 139^th Support Detachment. 

In 1997 LTG Ingram first deployed to the Balkans as Commander, Task Force Pershing, Camp Sava North, Slavonski Brod, Croatia.  He then commanded the 60th Troop Command in Rocky Mount, NC, before returning to the Balkans in 1999 to serve as Chief of Staff, United Nations Preventative Deployment (UNPREDEP), Skopje, Macedonia and as Commander, Task Force Sabre, Camp Able Sentry, Petrovec, Macedonia.

In July 2001, Ingram was appointed The Adjutant General, North Carolina, where he oversaw the largest mobilization of the North Carolina National Guard since World War II.  While serving as the Adjutant General, LTG Ingram also served as a member and subsequently as chairman of the Army Reserve Forces Policy Committee. In October 2010, he was called to the Pentagon to serve as special assistant to the Vice Chief of Staff, U.S. Army.

LTG Ingram’s awards and decorations include the Distinguished Service Medal, Legion of Merit, the Meritorious Service Medal (with 3 Bronze Oak Leaf Clusters), Army Commendation Medal (1 OLC), Army Achievement Medal, Army Reserve Component Achievement Medal (6 OLC), Armed Forces Expeditionary Medal, the Kosovo Campaign Medal (2 Bronze Service Stars), Humanitarian Service Medal, the United Nations Medal (UNPREDEP), the NATO Medal (Yugoslavia) (1 Bronze Service Star), the NATO Medal (Kosovo), the Army Superior Unit Award as well as numerous awards for his service in North Carolina and overseas. He is authorized to wear the Air Assault Badge and the Army Staff Identification Badge.

LTG Ingram and his wife Lil have three adult children and two granddaughters.
