Civilian Manpower Integrated Costing System (CMICS)

The Civilian Manpower Integrated Costing System (CMICS) is an automated tool with which manpower, program and budget managers can immediately assess the impact of shifting civilian manpower plans on funding. The system also provides linkage between the Structure and Manpower Allocation System (SAMAS), the Civilian Army Budgeting System (CABS), and the Resource Formulation System (RFS). CMICS provides a real-time “What if” model to assist manpower, budget and program analysts to measure the impact of changes to manpower levels, work years and/or funding. Cost and Economic Analysis Center (CEAC) Rates

Apply operations research (cost management and analysis) techniques to estimate costs for Army programs and mission areas. Develop cost estimates, lifecycle cost analysis and economic analysis and metrics related to weapons systems, personnel, communications systems, installations, operations, force structure and more. Concept Plan Guidance Memorandum

This memorandum outlines Army Force Management policies for establishing or realigning organizations. As a supplement to Army Regulation 70-32, this guidance establishes the thresholds and responsibilities for concept plans and command implementation plans. In addition, it identifies the requirements for a cost benefit analysis to support any structural change to organizations and the timelines for the requirements approval process.

The FY13 Command Plan (CPLAN) memorandum is the annual force management guidance to account for and document force structure decisions and directives from Army leadership as well as changes mandated by OSD and Congress. This memorandum establishes command requirements and provides timelines for the force management process.

Force Management System (FMS)

The FMS project consists of replacement of the four legacy systems currently being used by the Force Management community [Requirements Documentation System, client-server (RDScs), the Army Authorization Documentation System (TAADS, WINTAADS, WEBTAADS), Force Builder/SACS, and Structure and Manpower Allocation System, client-server (SAMASs)].

FMS is a web-based, three tiered, client application. This means that users access FMS through a Windows based application that is installed on each client PC. The Army’s Force Management System will provide the means for the Force Management community to support the Army staff and proponents to capture requirements and authorizations, document organizational structure, allocate manpower and change the Army as envisioned by the Army Chief of Staff.

General Fund Enterprise Business System (GFEBS)

General Fund Enterprise Business System (GFEBS) is a web-based system that will enable the US Army to compile & share accurate, real-time resource management data across the Army. With more than 79,000 end-users at nearly 200 Army financial centers around the world, GFEBS will be one of the world’s largest enterprise financial systems. As GFEBS replaces scores of legacy accounting and financially management systems, it will eventually management $100B in spending by the active Army, the Army National Guard and the Army Reserves.
