If you need assistance with processing a request for Department of State records or if you have any questions regarding the status of a request, you may contact the FOIA Requester Service Center (FRSC) at 202-261-8484.

FOIA Public Liaison

The FRSC will do everything possible to assist you with issues relating to the Department’s information access programs. If you are not satisfied with the service you received from the FRSC, you may contact the FOIA Public Liaison, Marianne Manheim. Please allow the FRSC the opportunity to resolve any issues you may have before contacting the Public Liaison.

If you would like to file a complaint regarding the response you received from the FRSC, please provide the following information:

1.Your case number;
2.The name(s) of the person(s) at the FRSC involved;
3.The date you contacted the FRSC; and
4.The nature of  your complaint.

Your complaint must be limited to processing issues. Therefore, if you were denied access to records, refused expedited treatment, or otherwise provided with an adverse response, please follow the guidelines outlined in the Information Access Guide.
