Director’s Discretionary Fund—Dr. Larry Tabak

The Director’s Discretionary Fund is $10 million and enables the NIH Director to respond quickly to new and emerging high-priority research and health opportunities. All institute and centers may apply for funding by submitting a proposal form stating a justification for the use of the funds, the effect on the science being supported, and why other funding sources cannot be used. While this is typically for one year only, support can be considered for outyears if provided in the justification. Applications can be submitted now through August 2011.

The Office of Budget will review requests and provide a full listing monthly to the Director, Principle Deputy Director, and Deputy Director for Science, Outreach, and Policy for review and decision. Final decisions will be communicated from the Office of Budget to the requestor.

NCBI Budget—Dr. Michael Gottesman

ANCBI will experience budget shortfalls in both FY 2011 and FY 2012 thus inhibiting its ability to operate trans-NIH programs used by both intramural and extramural investigators. The NCBI Resources Board, established by Dr. Varmus, has recommended an increased support in these services in addition to NCBI’s base budget of $85.1 million. The Board has recommended that funding in the amount of $26 million in FY 2011 would preserve the current NCBI programs.

At a meeting held on January 13, 2011, the Steering Committee unanimously endorsed that the $26 million for FY 2011 would be raised by a “school tax” on each of the ICs, with the amount to be determined by institute or center size. They further recommended that at least $26 million be added to NCBI’s budget for FY 2012. Moving forward, the NCBI Resources Board has been asked to analyze NCBI’s prospective needs for the next 3-5 years.

Dr. Lipman will now finalize the NCBI budget recommendations for review and approval to Dr. Collins.
