I. QuickHire

Ms. Barros and Mr. Hosenfeld discussed the new QuickHire automated system for posting and hiring that is replacing the prior CareerHere system, which has been in use at NIH since 1999. The Office of Personnel Management is requiring that Government recruitment and hiring be entirely automated in a one-stop system by January 2005. QuickHire is the enterprise solution that HHS has chosen and is deploying throughout its agencies. Human resources staff are working hard to phase in the system across the NIH. Early reports on the 486 NIH vacancies thus far advertised in QuickHire (through 04/04) indicate a substantial reduction in the number of days it takes to post and fill a position.

II. Conflict of Interest Hearing

Dr. Kington summarized the previous day's congressional hearing in which Drs. Zerhouni and Alberts and Mr. Augustine testified before the Subcommittee on Oversight and Investigations of the House Committee on Energy and Commerce on NIH ethics concerns. Another hearing on NIH conflict of interest issues is scheduled for May 18.
