Closed Session (12:30 - 2:30)

1. Hot Issues in Human Resources - Lori Thompson

E-induction is rolling along well and has been streamlined. The feedback is that this is productive and effective.

OPM has mandated that HR has to notify the candidate within 45 days after closing. They will do the best they can do to notify people

OHR is working on policy & procedures especially related to hurricanes, epidemic, etc. OHR is continuing to staff up but have a long way to go.

 

a. Student Career Experience Program (SCEP) presentation - David Uejio, Presidential Management Fellow, HR See handout.

This is similar to the "COOP" program where people enrolled in college can work for NIH while going to school and we can offer them non-competitive appointments at the end of their schooling.

Tim also discussed some of the other student programs from the committee that was established from the EAO/IAO group.

 

 2. NBS Update - Debbie Fountain, NBS Change Management Office - 10 minutes

Right now there is data cleanup happening. They are trying to keep the advocates out of it due to the magnitude of work. Role mapping is just beginning and it was presented it to the advocacy group. There will be two waves but the role mapping will be done for all the waves at one time.

Advocates will begin the role mapping process. NBS in total has over 60 different roles, approximately 30 are in OFM. It's a very detailed activity and workshops will be done for each of the various roles - Acquisition, property, finance, etc.

Organizational impact assessments are going to explain this to the community because the roles from the ADB into the NBS are going to change. A communication campaign is underway between now and mid-November. This will be presented at the EAO/IAO meeting in November.

Pilot testing. There were groups of testing groups that tried out the systems and gave feedback. Mid to late October, NBS is going to set-up User Acceptance groups.

 

3. Miscellaneous Issues - Susan, Tim and Linda - 10 minutes

a. Budgeting for awards in the new PMAP system - deferred to the next meeting

b. SD meeting issues: Assembly of Scientists feel that a committee should be established so that if a decision is made to decrease or cut a PI's resources, the PI has an avenue to dispute the decision.

c. Susan discussed the A-76 changes that were approved by the OMB and DHHS where intramural secretaries assigned to Laboratory and Branches would be considered commercial core and thus not studied.

 

4. Results from survey on vision committee/possibility of IAO retreat, etc. , Jeff Domanski, NINDS. - 10 minutes

Thanks for the response on the survey regarding the retreat. Positive responses with 1-2 day session, off-site, good idea but we need assistance in getting this started and organized.

One of the topics - charter. Change management, should the retreat be a combined EAO/IAO, etc. are some of the other topics.

 

5. Idea for logistics support for IAO Group in general as well as for the retreat, Laurie Bullmanm ORS/ORF - 10 minutes

Laurie brought a proposal for the retreat with ideas as to what might be covered, support for our regular meetings, etc.

Read over and give some feedback so we might figure out where to go from here. Jeff and Laurie are co-chairing the committee to plan the retreat and look at further changes to the IAO group.

 

6. Crisis Management Plan - Tim Tosten, NIMH - 15 minutes

Tim gave a presentation on how NIMH is dealing with the planning process for emergency situations such as a pandemic flu, natural disasters, etc. This included some of the biggest obstacles including coordination with others outside their IC such as other occupants of buildings, NIH OD offices, etc.

 

7. Around the room - all - 5 minutes

Contractors can't be coded as property owners in the new NBS. That causes an administrative nightmare. Meeting with head of property to discuss. Linda is working this issue hard with the leaders in the NBS and property communities

Larry recommended creating a committee to recommend some streamlining to the Title 42 pay model process.

Susan asked the group if an A-76 presentation would be helpful, but there did not appear to be any significant interest.

 

Open Session (1:45-2:15)

Marianne Bachmann, DMAPS, ORS gave a presentation on the Medial Arts organization and changes that the office is proposing for the billing process for FY07. Instructions were subsequently distributed to the AO community
